Dispatch Center Logging Software


Public Utility District No. 1 of Pend Oreille County (the District), is issuing a Request for Proposal (RFP) for a vendor to provide and implement a Dispatch Center Logging Software.

Purpose & Scope
The District is seeking a new software package to replace its current Dispatching logbook program. The current logbook program is an in-house developed application that can no longer be fully supported. The program has performed beyond logbooking and includes Outage management and lock-out-tag-out functions. The logbook also allows the application to be shared between the District’s System Dispatch Center and Hydro Operations Control Center.

The new software application is expected to perform much of the same features as the current system. The application shall be expandable to incorporate hydro operations, system lock-out-tag-out, and outage management via interface with the District’s NISC iVue, Pi and Survalent software systems.

Specific features and requirements of the Dispatch Center Logging Software include, but are not limited to what is outlined in the attached specifications document.

The District hopes to procure the software by December 31, 2021.

RFP Requirements
At a minimum, the vendor’s response must include the following:
• Resume and introduction of your company that includes a summary of the organization, years in business and any other pertinent information;
• References for similar projects from up to three clients;
• Identification of similar projects for which your company has provided similar services; and
• Proposed costs and fees, including:
o Implementation & set up
o Annual cost for 3 years
o Breakdown of fees for 30 users
o Ongoing support

RFP Submittals
• Proposals must be submitted using ProcureWare, the Districts online contracting portal, at no later than December 13, 2021 at 4:00 p.m. PST. Submittals received after the above date and time for any reason will not be considered.
• Questions related to this RFP must be submitted by way of ProcureWare no later than December 7, 2021 at 2:00 p.m. PST. Responses to these questions will be made available to all bidders via ProcureWare.

Evaluation of the RFP
The District will evaluate each submittal for completeness to the RFP. Submittals that do not meet the minimum requirements will not be considered. The District reserves the right to reject all submittals and modify or withdraw the RFP. The District will award the contract to the most qualified respondent based upon the factors identified below. The District will engage the respondent with the highest scoring response to discuss a service agreement. Should the District fail to secure an agreement with the selected entity, the District may elect to pursue an agreement with the next highest scoring entity.

Respondents will be evaluated based on the following:
• Completeness of proposal
• Qualifications of the vendor
• Ability to meet outlined specifications
• Record of successful implementations and familiarity with Public Utility Districts, municipalities, or other publicly run agencies.
• Cost
• Ability to integrate with other District tools

The District reserves the right to cancel this RFP at any time, or issue amendments or corrections. The District reserves the right to award this contract, or to not award this contract.
