INVITATION FOR PROPOSALS
TO FURNISH EQUIPMENT
NORTHERN WASCO COUNTY PEOPLE’S UTILITY DISTRICT, hereinafter called the OWNER, through TriAxis a Division of David Evans and Associates, Inc., hereinafter called the ENGINEER, is inviting separate proposals to furnish, test, and deliver and set one 69 kV – 12.47/7.2 kV, 5/6.25 MVA Power Transformer.
Both electronic and sealed hard copy proposals are required. Electronic proposals shall be emailed to Mr. Paul Titus (Paul-Titus@nwascopud.org) and identified in the subject line as SEALED BID FOR POWER TRANSFORMER. Electronic proposals shall be submitted until 2:00 p.m. local time, on the 21st day of February, 2019. In addition to the electronic proposal documents, sealed hard copy Proposals addressed to Mr. Paul Titus will be received at the OWNER’S office, 2345 River Road, The Dalles, OR, 97058 until 2:00 p.m. local time, on the 22nd day of February, 2019, and then will be publicly opened and read. Bids must be submitted in sealed envelopes in accordance with the Instructions to Bidders and identified as SEALED BID FOR POWER TRANSFORMER.
Contract Documents and information regarding this Invitation for Proposals may be obtained from the OWNER, Northern Wasco County PUD, Attention: Mr. Paul Titus, telephone 541.298.3313, or at the office of the ENGINEER, TriAxis, a Division of DEA, Attention: Michael Antonishen, telephone 541.766.4621. Any contract interpretation shall be in writing in response to a written request by a Bidder; oral interpretations are not binding upon the OWNER. Proposals must be submitted on the prescribed form and accompanied by a certified check or bid bond executed on the prescribed form, payable to the OWNER as described in the INSTRUCTIONS TO BIDDERS.
Prices quoted shall remain firm for a period of 30 days after the date stated for opening of Proposals. Prices quoted shall include delivery f.o.b., freight paid by the Bidder to the jobsite, unloading and placement on the foundation pad at the Tygh Valley Substation, located near White River Falls State Park, 84728 Hwy 216, Tygh Valley, Oregon, 97063. The Bidder will be responsible for coordinating delivery, unloading, and placement on the foundation with the OWNER.
Before a Contract will be awarded for the work contemplated herein, the OWNER will conduct such investigation as is necessary to determine the performance record and ability of the apparent low Bidder to perform the size and type of work specified under this Contract. Upon request, the Bidder shall submit such additional information as deemed necessary by the OWNER to evaluate the Bidder’s qualifications. The right is reserved to reject all Proposals, or any Proposal not conforming to the intent of the Contract Documents, and to postpone the award of the Contract for a period of time which, however, will not extend beyond 60 days from the bid opening date; and to consider the Proposal which is to the best interest of the OWNER.
