Pole Inspection / Treatment / NESC inpection and Capture Asset Data on Districts Poles and Lights

Northern Wasco County PUD (“District”) invites you to submit a proposal to perform Pole Inspection and Treatment through the roughly 3,800 distribution and transmission wood poles and stand-alone streetlight structures over a three and half year period. This will be a comprehensive inspection program which will include inspection of Distribution and Transmission poles utilizing a full-excavate program with treatment as provided within this proposal. This program includes the inspection and treatment of poles, capturing NESC Violations* as well and verification/collection of other attributes at the pole, as well as an inventory of streetlights (both stand-alone structures as well as fixed lights to utility poles).

This Request for Proposal (“RFP”) is being conducted in accordance with District Policies and Procedures, Oregon Administrative Rules (“OAR”), and Oregon Revised Statutes (“ORS”) that govern people’s utility districts (ORS 261) and public contracting (ORS 279B).

This document contains the instructions that must be followed by any proposer submitting a proposal. Noncompliance with these instructions shall be cause for disqualification. There will be a mandatory pre-bid meeting on February 6th, 2017 at Northern Wasco County PUD at 9am, located at 2345 River Road The Dalles, Or 97058.

Completed RFP submissions (three copies) must be transmitted in hard copy format to Kevin McCarthy and received by mail or hand delivery in a sealed envelope no later than February 10th, 2017 at 5:00 p.m. Pacific Prevailing Time.
