Electric Department Cost of Service and Rate Study

The City of Ashland is seeking proposals from qualified firms or individuals to produce a cost of service and rate study for the City of Ashland, Electric Department. The City is seeking to forecast a justifiable revenue requirement over the next five years and make recommendations on the magnitude and frequency of rate adjustments necessary to meet the revenue requirement. The consultant is to review existing rates to ensure that they are allocating costs equitably and in proportion to the cost to serve the different customer classes, and/or recommend changes consistent with industry standards and best practices.

The cost of service and rate study will identify an appropriate rate adjustment for 2016, proposed rate projections for the next five years, the costs to serve each class of customer and the monthly customer charge for each rate class.

Scroll down to the public notice for the RFP and click on REQUEST BID PACKET. You will need to log in to the system each time you would like to download the solicitation document and any subsequent addenda.

In accordance with AMC Section 2.50.080, Competitive sealed bids and competitive sealed proposals may be available online, but applicants will NOT be able to submit their proposals and/or responses online. Bids and proposals must be delivered in hard copy form to the City in accordance with the requirements outlined in the RFP.  Individuals that obtain the solicitation materials electronically are responsible for regularly checking for instructions, addenda, and related materials.

This Request for Proposal (RFP) is intended to provide interested proposers with sufficient information to prepare and submit a proposal for consideration by the City.

Sealed Proposals must be received prior to 2:00 PM (PST), Thursday, April 7, 2016, by Kari Olson, Purchasing Representative in the City of Ashland, Purchasing Office located at 90 N. Mountain Avenue, Ashland OR 97520. The proposals will be opened at 2:00PM (PST), Thursday, April 7, 2016, and only the identities of the proposers will be made available at that time.
