NOTICE OF INVITATION TO BID FOR ELECTRICAL TRANSMISSION SYSTEM SERVICES

Northern Wasco County People’s Utility District (hereinafter called the “District”) issues this notice of an Invitation to Bid (“ITB”) for the purpose of soliciting sealed bids for construction services, including the supply of necessary labor and equipment to support the District in electrical utility distribution construction and maintenance services to be known as the 2018 69 kV Transmission Pole Replacement Project (hereinafter called the “Project”).
Sealed bids must be received by the District on or before 11:00 A.M., AUGUST 30, 2018 at its office at 2345 River Road, The Dalles, OR 97058. Any bids received subsequent to this time will not be considered.
The District is seeking to select a Contractor to provide electrical Transmission Construction and Maintenance Services within its service territory. The District is seeking bids from firms with experience in working on transmission systems. Note: Some of the projects may require work on energized systems.
The scope of work may include, but is not limited to: removal, replacement and installation of wood transmission poles (including hardware). The locations, configurations, and specifications are more fully described in the Attachments.
Bid schedules are included in the Attachments that are available upon request. These templates must be used to show the Contractor’s cost itemization.
The work associated with the Project is located between the Cities of Dufur and Tygh Valley, Wasco County, Oregon.
A pre-bid conference will be held at 9:00 A.M. on Wednesday, August 22, 2018 in the District’s Public Meeting Room at 2345 River Road, The Dalles, OR 97058. There will be a short Q&A session. Contractors may visit sites prior to bid submission, the PUD will not be accompanying on site visits. Attendance at the pre-bid conference is mandatory.
Plans are subject to change, but will be finalized prior to contract execution. Changes will be implemented by a Change Order process stipulated in the service contract documents. The contract documents will be based on EJCDC 2013 C-990 series. Contractors can request a form of these contracts in their bid submission.
