Monday – Friday | 8AM – 5PM | HYBRID

NOTE: This is a project position with the expected completion date of September 30, 2025. However, the duration of this position may be extended, based on funding. The Facility Professional Services (FPS) Division provides professional public works project management, energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.

 

About the Opportunity: 
As a Resource Conservation Manager (RCM) in the DES Energy Program, you will support client agencies in achieving their sustainability, energy efficiency, and carbon reduction goals. You will provide technical assistance and project management for Energy Savings Performance Contracting (ESPC) projects, working closely with public facilities such as state agencies, public schools, higher education institutions, and municipalities. Your role will focus on helping clients reduce energy and operational costs, improve resource efficiency, and contribute to Washington State’s mission of becoming a national leader in energy sustainability.

 

Some of What You’ll Enjoy Doing Includes:

  • Assist clients in improving facility efficiency through utility tracking, analysis, and carbon reduction strategies.
  • Analyze monthly utility data and report findings to clients.
  • Use energy accounting software and spreadsheets to maintain a database of energy consumption by meter/building.
  • Monitor the cost and consumption of electricity, fossil fuels, water, sewer, and solid waste monthly.
  • Develop and implement resource awareness, training, and marketing programs to enhance energy and resource efficiency.
  • Provide periodic reports on resource efficiency measures, including cost and resource savings.
  • Conduct facility audits to assess utility usage, equipment condition, and maintenance practices.
  • Identify and assist in developing energy projects.
  • Support the development of capital projects with resource efficiency and carbon reduction goals.
  • Help clients meet carbon reduction goals and support sustainable practices.
  • Participate in long-range planning and conduct energy-related research for clients.
  • Other duties as needed.

 

Required Qualifications:

  • Bachelor’s degree involving major study in engineering, sustainability, environmental science, building science, or closely allied field. NOTE: Relevant work experience in engineering, sustainability, environmental science, building science, or closely allied field may substitute this education requirement, year-for-year.
  • One (1) year of professional level experience or understanding in the following:
    • Experience in Energy/utility efficiency and/or facility management.
    • Understanding of including business systems operations.
    • Understanding of energy efficiency principles and concepts.
    • Experience and skill in database management and analysis.
    • Understanding of utility billing tariffs and schedules.
    • Experience with the ability to communicate both orally and in writing for a diverse audience.

 

Preferred Qualifications:

  • Possession of Energy Manager, Engineer-in-Training (E.I.T.), or Building Operator Certification.
  • Demonstrated experience with written and oral communications to a broad audience.
