The NERC Security Compliance Specialist will report directly to the Hetch Hetchy Water Power (HHWP) Assistant Division Manager and will oversee the HHWP security program. This position will manage the security aspects of HHWP facilities to assure specific monitoring, response, investigation, and reporting responsibilities, as defined under CIP-006 and CIP-008, are developed, executed, reviewed, and updated per the regulatory requirements. The NERC Security Compliance Specialist will manage and oversee the control and operation of the following separate functions: Access control, camera video systems, alarm system; physical security of facilities and critical infrastructure, including assets classified as medium and high impact by the North American Electric Reliability Corporation (NERC) as defined by NERC’s Critical Infrastructure Protection (CIP) Reliability Standards, Version 5; coordinates incident response for security related incidents including interactive relationships with the SFPUC Emergency Planning Department, as well as local, state, and federal law enforcement agencies; and other duties as assigned.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

• Develops and implements security policies and procedures

• Ensures the physical and cyber security of HHWP facilities

• Coordinates access controls of HHWP facilities

• Represents HHWP during NERC audits and evidence collection

• Conducts investigations for physical and cyber security breaches

• Develops and conducts table top NERC security and safety exercises

• Contact management of security firms

• Oversees armed contractors

• Coordinates activities with external agencies

Experience Required:

MINIMUM QUALIFICATIONS

Education

Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND

Experience

Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.

Substitution

Additional qualifying work experience as indicated in Minimum Qualification Experience may substitute for the required education on a year-for-year basis. One (1) year (equivalent to 2,000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/45 quarter units.
