Transmission Financial & Contracts Analyst III
Provide financial analysis and business contract solutions to ensure the success of the Transmission & Reliability Services (T&RS) department.
Analyze and monitor the financial performance of the department, including advising management on strategic budgeting decisions and making recommendations on cost savings. Originate customer transmission contracts or amendments to existing contracts to provide maximum value to the Company’s transmission position and ensure that all transmission contracts comply with corporate strategic goals and objectives. Act as Company resource regarding transmission contracting with all transmission customers and regional transmission providers. As part of T&RS, be responsible for ensuring that Open Access Transmission Tariff (OATT) service is provided to customers in compliance with federal and state regulations and lead T&RS employees in operational compliance with the OATT.
ESSENTIAL JOB RESPONSIBILITIES
Financial Analysis, Budgeting, and Billing
- Lead annual budgeting process for T&RS to ensure complete, accurate, and timely submission of department budget and supporting documentation. Coordinate among T&RS teams and with T&RS management to provide accurate and effective budget analysis. Suggest and implement improvements to budgeting process. Provide forecast updates and monthly analysis on results of operations. Identify areas of concern and raise issues to management as necessary. Research accounting issues and provide timely recommendations for decision making and implementation.
- Lead transmission customer settlement and billing process. Have an in-depth understanding of PGE’s Open Access Transmission Tariff (OATT) terms related to billing, credit, risk, and deposits and lead others in interpreting tariff provisions. Ensure that the appropriate charges are applied to customers’ settlements and billings and that bills are accurate and conform to SOX requirements. Supervise others in generating billing statements. Interact directly with transmission customers to reconcile settlements and resolve conflicts, escalate issues to management as necessary and recommend resolutions that advance PGE strategic goals. Supervise others in preparing appropriate paperwork to Accounts Receivable for study deposit payments. Ensure that appropriate deposits and security are held to provide adequate corporate risk management. Supervise others in tracking costs and interest accrued on all study deposits held.
- Perform work necessary to review and assure the proper accounting and reporting of scheduled, actual and inadvertent interchanges using PGE’s transmission scheduling, e-tagging systems and the WECC WIT systems.
- Have a thorough understanding of PGE’s financial and regulatory reporting requirements and maintain knowledge of all current financial and operational techniques and applicable codes and regulations.
