Tillamook People’s Utility District (PUD) is a customer-owned electric distribution utility providing electric service in Tillamook County and parts of Clatsop and Yamhill Counties in Oregon. Currently we serve about 21,000 customers in an area of 1,125 square miles.

PUDs tailor services to meet the needs of those they serve, and Tillamook PUD is no exception. We offer a wide array of programs for residential, commercial and industrial customers. Programs include weatherization, lighting efficiency, heat pump programs and much more.

About the Position

Reporting directly to the Human Resources Manager, the Human Resources Generalist provides professional HR guidance and support to management and staff. The Generalist provides oversight and carries out day-to-day HR processes, procedures, and operations in a variety of HR functions including recruiting & hiring, performance management, training and development, HRIS, health & wellness, disability management, and provide basic consultation with employees, management and the general public. Additionally, the Generalist may be assigned primary responsibility of specific HR functions, support in effectively managing human capital, and supports in aligning HR strategies with overall business objectives.

Minimum Qualifications:

Bachelor’s degree in Human Resources, business, or a closely related field and minimum of three years of Human Resources related experience in any of the following areas: recruiting and hiring, employee/labor relations, training and development, compensation and/or benefits administrations

Any combination of education and experience that provides the knowledge, skills, and ability required to perform the job

Professional Competencies:

Excellent oral, written, and interpersonal communication skills
Demonstrated understanding of employment and labor laws
Proficiency with standard operating systems and office applications, including Word, Excel, and Outlook
Demonstrated organizational skills with proven ability to be detail oriented, prioritize workloads, multi-task, and maintain a professional demeanor
Demonstrated strategic thinking and analytical skills
Demonstrated ability to effectively communicate and establish and maintain effective working relationships and good public relations with other employees, agencies, and the general public, including individuals from diverse backgrounds or cultures
Principles and practices of human resources and personnel administration including recruitment, selection, classification, compensation, training, labor relations, and benefit administration
Ability to research, collect, and analyze data related to the areas of accountability
Effectively interpret and explain personnel and related laws, policies and programs to employees, agencies and the general public

Preferred Qualifications:

Experience working in the electric utility industry
PHR or SHRM-CP certification
Experience working with human resources in a unionized environment
Experience working for a public employer
