Purpose of Position
The system engineer is responsible for analysis of the system and receipt of input from others to determine where improvements are necessary and for managing the projects while they are in the engineering department and to support operations as the projects are built.
- Develops system planning documents in conjunction with analysis of the distribution system.
- Perform assigned load flow, voltage drop, short circuit, load growth, load balancing, switching optimization, and “what if” scenario analysis of the distribution system to determine where weaknesses in the system exist or will exist in the future.
- Identify those system needs; analyze as appropriate, and funnel into project categorization and ranking process.
- Respond to day-to-day power quality concerns, protection issues, and requests for assistance from field engineers in properly designing/sizing new facilities; liaison between engineering and operations.
- Assists in recommending system changes that will maintain the quality of electric service; minimize voltage fluctuations and service interruptions.
- Assists in recommending system changes that will minimize the cost of purchased power; line losses, facility charges, maximize diversity, etc.
- Designs various capital system improvements as required such as substations, transmission lines, communications facilities, and power distribution facilities.
- Consults on technical aspects of equipment.
- Prepares contract specifications and documents required for contracting electrical construction work using utility engineering standards, in accordance, and compliance with local, State, Federal and national codes, and ordinances.
- Provides project management and engineering support on capital projects.
- Assists engineering manager with guidance of department in furtherance of company goals.
- Provide support when annual work plans are being developed.
- Coordinates and cooperates with all Inland personnel, the membership, local city, county, and state personnel, other utilities, contractors and vendors as needed.
- Performs other duties as assigned.
- Requires a bachelor’s of science degree in electrical engineering.
- Five years’ utility experience preferred.
- Passed the Fundamentals of Engineering (FE) test or pass within two years of employment.
- Knowledge and Skills:
- Knowledge of National Electrical Safety Code, National Electrical Code, Washington State Electrical Safety Code for utilities, power line construction, methods, materials and equipment.
- Knowledge of utility accounting systems.
- Knowledge of Rural Utilities Service contracting requirements and construction standards along with OSHA standards.
- Must have a valid Washington driver’s license and acceptable driving record.
- Preferred Job Qualifications:
- Understanding of electricity substations, transmission and distribution systems.
- Experience in work with BPA as a power supplier.
- Understanding of relevant environmental concerns. Professional engineering license in Electrical Engineering in Washington and Idaho.

- Must be able to work in excess of 12 hours during extreme outage situations. Must be available for unscheduled work as needed.
- Must be able to travel independently throughout the service territory. Other travel outside the service area may be assigned.
