Spec V, Construction Manager/Coordinator

POSITION PURPOSE

POSITION PURPOSE: This position’s purpose is to ensure PGE Operations Contractors are available and provide the value and quality of line work outsourced to our Line operations contractors. It plays a key role in PGE’s accountability to service quality requirements mandated by the PUC regarding sour system responsibility to public safety.

It provides Construction Management services to ensure PGE standards, safety objectives and regulatory requirements are adhered to as they oversee T&D construction projects under contract. This position crosses functional boundaries of design, finance and construction with construction contracts to ensure individual project targets are met so T & D operations meet corporate goals. It provides PGE’s Sourcing and Contracts Supply Chain essential operational oversight in creation of written contracts, the RFP process, construction quality assurance and approval for payment in adherence to their contracts.

It services individual contract needs for T&D Engineering Service and Design Project Managers, Transmission Engineering Specialized Design, Fitnes Program, Dock Crew contract, Design services contract, and Flagging Contracts working closely with Planning and Scheduling Line Dispatch to meet scheduling needs.

This position inside of Contract Services and Inspections may take on the role of coordinating and scheduling individual job assignments to the department’s Construction Managers ensuring schedule, and cost control.

 

Experience Required:

KNOWLEDGE/SKILLS/EXPERIENCE REQUIRED

  • Working Line Foreman experience preferred. The ideal candidate will have Journeyman Lineman background with minimum of 5 years in the trade preferred. Consideration given for 10 years of trade experience in Line or Civil construction or Line Construction Project Management
    • A Bachelor’s degree in Business, Marketing, Communications or at least 3 years, experience in managing projects, directing workflow, contract negotiations and interpretation, implementation of procedural and work processes.
  • Knowledge and experience of PGE construction standards, specifications and the National Electric Safety Code’s (NESC)
  • Line construction experience on large scale projects with multiple stakeholders, time constraints and budget pressures
  • Excellent human relations and communication skills; verbal, face to face and written text for analytical, negotiation and problem solving
  • Job experience in a self-directed role requiring strong organizational and time management skills
  • Confident in computer use in multiple computer programs. Minimum of 1 year of work experience with computer program operation is preferred. (Working knowledge in Outlook, PeopleSoft, Arc FM, Maximo, Field Manager, MS Word, Excel, Access, Maximo, Arm Scheduler, GIS,OMS a plus)
  • Understanding of PGE Safety policies, OROSHA rules and Oregon Dig laws
  • Educational or work experience in Contract management and administration (knowledge of Labor agreements a plus)
  • Educational or work experience in Project management
