Specialist II/III, Billing Utility Asset Management—R17-459
The Joint Use Billing Specialist serves as a senior expert on the team and provides analytical and operational support, ensuring that all billing is conducted effectively and within the guidelines of the Oregon Administrative Rules, internal policies and contract terms. Serves as a subject matter expert to the team for billing matters; accurately responding to internal and external questions and inquiries in a timely manner. Works in collaboration with team members and leads process improvements or initial process design.
College degree desired, high school o GED required. Minimum 4 years of billing experience in a utility or other highly regulated industry. Minimum 2 years of demonstrated leadership on projects and other situations where leadership without authority is necessary for a successful outcome. Must have Intermediate Excel skills. Minimum 1 year of experience in joint use permitting, billing, and wireless billing practices. Strong knowledge of computer applications including billing software, Office products and work order management systems. Basic knowledge of OPUC regulations, OARS, and Joint Use Facilities Attachment Agreements. Basic knowledge of PGE’s general ledger and accounting principles.
