This position is responsible for engineering services that are required to improve and maintain the Association’s electrical transmission and distribution system.
ESSENTIAL FUNCTIONS OF THE POSITION
1. Supervises personally the District Engineer, Senior Design Engineer, and Design Engineer I. Makes recommendations related to hiring, terminations, etc. Sets goals and objectives for employees, develops criteria, coaches, and monitors employee’s progress on goals. Prepares and administers employee evaluations and resolves personnel issues as necessary. Communicates management directives and goals to employees. Applies and follows the terms of applicable collective bargaining agreements as directed by Senior Management.
2. Directs a wide variety of engineering services. Reviews designs of others and assists with oversight of construction projects or field staking, including those in the Construction Work Plan (CWP), resultant Long Range Plan (LRP) improvements, overhead and underground distribution extensions and system improvements, transmission line and substation improvements, reconstruction and new line extensions. Prepares, leads, or assists in design and planning document activities, LRP activities, studies, and Integrated Resource Plan (IRP), Power Supply studies, etc. Makes recommendations of manpower resources needed to meet the Association’s recommended schedule. Prepares special studies and reports on both the status of current design and construction projects and actual cost evaluations. Activities may include load flow, short circuit and protective coordination studies, economic evaluations for the Associations assets, or oversight of contractors or consultants to the Association on similar activities. Coordinates with Operations and Planning staff for the same.
3. Project Manager for assigned tasks. Makes physical general arrangements, works with electrical one-line diagrams, details physical layouts, selects and specifies materials along with their estimated quantities and costs, recommends equipment and construction specifications, and prepares all associated electrical calculations and studies.
4. Develops technical specifications and project design basis. Ensures design schedule is met and provides status updates to the Director of Engineering.
5. Performs complex electrical computations to determine the size, type, and number of pieces of equipment needed for projects such as transformers, circuit breakers, reclosers, sectionalizers, fusing, disconnects, and lightning arresters.
6. Assists the Senior Design Engineer on technical matters and with the contracting process on design and construction projects as required.
7. Reviews and makes recommendations for operation and maintenance practices and activities, including dispatch, protective relaying, switching, communication and/or SCADA or other communication systems, whether design or operational revisions or improvements.
8. Recommends proper technical procedures based on industry standards, codes, and techniques while following the tariff and other Association policies and procedures.
9. Reviews and maintains transmission and distribution construction standards. Conducts office and field meetings with members, including residential customers, commercial developers, builders, independent power producers, and government or agency officials and prepares related written communication. Responds to customer phone requests in a timely manner.
10. Assists in resolving construction issues and tariff issues related to transmission and distribution system repairs, improvements, and planning and recommends appropriate direction and corrective measures.
11. Provides oversight, analysis, and/or studies of annual requisitions for major plant items, including substations, transmission, and distribution assets, or discrete items like poles, transformers, conductors, and cable.
12. Assists the Division Director in preparing design analysis and construction standards and related training for the Association. Prepares special analysis for construction or design improvements as assigned.
13. Performs the duties of the District Engineer during their absence or position vacancy.
14. May represent the Association on various utility committees and present information to various government and community bodies.

16. Performs the essential functions of the position in a safe and efficient manner.
17. Integral member of the Association’s Emergency Response Team. Responsible for duties as outlined in the Association’s Emergency Response Plan.

– This position primarily works in an office setting; however, this position may require field work in variable weather conditions. Incumbent must be able to work in variable weather conditions including, but not limited to rain, high winds, temperatures in excess of 80 degrees Fahrenheit and minus 40 degrees Fahrenheit, large amounts of snow, possibly over long periods of time and in darkness, etc.

This position is classified as an exempt, nonrepresented position; and therefore is not eligible for overtime compensation. All Association employees are expected to work widely varying amounts of time outside the normal shifts to assist in power restoration or other needs of the Association.
