Clark Public Utilities is a customer-owned electric and water utility located in Vancouver, Washington.  The utility is committed to providing exceptional customer service, reliability, and efficiency.  We are recruiting to fill a Senior Applications Analyst/Developer position in our I.S. Applications group with this same commitment to excellence.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Consult with business unit staff  to develop business requirement based software solutions
  • Contribute to development and management of solution lifecycle – requirements gathering, technical development, testing, end-user implementation, and ongoing support of solution program or application
  • Participate in design, development, and support of internally-developed applications and/or assist in COTS application administration
  • Coordinate with internal/external resources to support solution maintenance and issue resolution
  • Function efficiently in team environment through effective collaboration and communication
  • Provide excellent customer service to clients and customers across utility
  • Prioritize troubleshooting and manage resolution of customer issues
  • Adhere to standards in documenting programs, program configuration, etc.
  • Provide timely written and verbal communication regarding work status
  • Provide solution training to clients and I/S colleagues as required
  • Maintain personal growth through self-driven ongoing training
  • Demonstrate positive interpersonal skills to resolve situations
  • Other duties may be assigned dependent upon utility needs and individual qualifications
Experience Required:

QUALIFICATIONS:

Education & Experience:

Experience in application programming using utility standard toolsets or application administration experience in utility standard commercial application; or their equivalent; with SQL database programs or equivalent.  Experience developing well-written, efficient solutions using both client-side and server-side technologies, including Javascript, C#, CSS, and T-SQL; proficiency with Angular, Responsive HTML, and ASP.NET and exposure to Continuous Integration and automated deployments highly desired. Successful candidates must demonstrate the ability to communicate effectively with internal and external customers. Strong analytical skills to interpret, assess, and integrate complex data from multiple sources as well as demonstrated team experience working collaboratively to address common goals. Successful candidates must have excellent organizational skills including ability to work effectively in self-directed environment. Strong written/oral communication skills with ability to articulate complicated subject matter, high proficiency in MS Office Suite, an Associate’s Degree and 3 years of technology oriented experience is required. Bachelor’s Degree in technical discipline, advanced training in SQL data structures and 5+ years’ progressively responsible work experience in utility standard toolsets defined above is preferred.
