Under the direction of the Senior SCADA Engineer position develops, programs, implements, maintains, supports and troubleshoots NCPA’s Headquarter and Disaster Recovery real-time Supervisory Control & Data Acquisition (SCADA) systems including support of Dispatch and Scheduling real-time 24 x 7 wholesale electric utility operations. Works with custom in-house applications to code, script and perform database queries in support of SCADA related information.
Responsible for the operations of systems and network telemetry to load meter sites and data that is collected. Perform security tasks in accordance with NERC CIP standards and Agency policies and procedures to protect cyber assets, including the management of user privileges, hardening of operating systems, firewalls access control lists and other networking devices.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Interacts collaboratively with, specifies requirements, and monitors performance of NCPA’s meter contractor to ensure load meters located at member cities operate with high reliably and to comply with CAISO requirements for electric utility operations to provide accurate settlement quality meter data.
Perform command sequencing and calculations for the purpose of automating the collection of meter data and control of remote generation facilities.
Assist in supporting NCPA’s member cities’ Smart Grid technology by way of interfacing with an Agency Meter Data Management System (MDMS).
Test, develop plans, implement and maintain assigned computer applications used within the Control Center including load scheduling, dispatch, power plants, and warehouse facilities to provide reliable realtime SCADA telemetry.
Provide meter data support to the Power Settlements department to ensure accurate billing information is being sent to our members.
Administer Agency Plant Information (PI) Historian systems and network communications for historical trending purposes.
Patch applications, operating systems, server hardware and network devices to support and maintain a reliable Dispatch Control Center.
Install and configure routers and firewalls, manage access control lists and Virtual Private Network (VPN) connections.
Perform backup and restores of SCADA and other related control system servers, applications and data.
Support annual Business Continuity processes by performing failover of the Dispatch Control Center to the Disaster Recovery Center (DRC) including developing and implementing backup and recovery plans.
Work with user departments in a cooperative and professional manner applying seasoned judgment to suggest approaches that optimize across customer needs, business constraints, and technological realities.
Develop departmental procedures to ensure the Agency is compliant with NERC CIP.
Document and communicate objectives, requirements, and designs to both technical and non-technical audience.
Provide after-hours emergency system support as necessary for 24 by 7 operations.
Travel to NCPA remote field sites, power plants and field offices to provide support to remote users as needed.
Train users in various SCADA systems and applications and respond to service requests for service related problems.
Monitor and review logs for potential system failures and take corrective action when necessary.
Assist in the evaluation of proposed new or modified computer system hardware and software, as needed
