Plans, implements, monitors, and maintains the District’s Accident Prevention Program.  Acts (with delegated authority of the Sr. Mgr., Safety) directly with Federal, State, and professional/technical/regulatory agencies and the public for the promotion of electrical safety and health.  Provides technical guidance to the Safety Specialist and other District staff.

Minimum Qualifications:

Knowledge of: Federal, State and local safe work rules inherent to maintenance shops, water systems, material storage, automotive machine shops and office safety; Business concepts/theories/practices; National Fire Prevention Association standards; High risk accident prevention, back injury prevention, eye safety, hearing conservation, chemical exposure and Material Safety Data Sheet and confined space training and awareness; First aid/CPR/AED and defensive driving training techniques; Accident reporting and investigation techniques and procedures; Materials, equipment, and special tools used in utility operations and maintenance; Curriculum development and training techniques; Computers and computer applications including word processing, spreadsheets and data bases; Project management techniques and practices.

Ability to: Interpret Federal, State, Local, and District policy regulations and contracts; Communicate effectively both orally and in writing with all levels of the organization, other utilities, outside agencies, and bureaus; Conduct accident and safety inspections; Train and instruct employees and customers on electrical safety awareness; Use noise level analysis equipment; Develop effective programs and presentations on multiple safety topics; Use independent and discretionary judgment; Learn and apply District Directives and policies; Handle confidential materials and maintain confidentiality; Use computer, automated systems and databases.

Experience/Education: Four (4) years progressively more responsible experience providing safety related training, inspection and program development. Senior level requires: Six (6) years progressive electric utility experience that includes three (3) years in the high voltage electrical/maintenance field and directly related safety experience, with one year in a supervisory/lead capacity, with the successful completion of Safety Profession Certification within 18 months of hire date.

Preferred Skills and Experience:

Knowledge of safety regulations and hazards inherent to the electric and water utility industry; High voltage electrical construction standards and work processes; Certified to conduct Audiometric Hearing Tests; Certified Accreditation in Occupational Hearing Conservation; Certified Instructor in Basic First Aid/CPR/AED’s; Emergency Response to Hazardous Substance Training; Defensive Driving Certificate/Instructor; Certified Safety Professional.
