Duties:

Summary

Right-of-Way Agent II is a qualified position level, and works independently with minimum direction performing the full range of right-of-way work.

Duties and Responsibilities

  • Conducts negotiations for easement acquisitions for distribution projects.
  • Compiles and maintains records of easements, permits, leases and other Chugach property interests both original and Land Services Management computer records.
  • Verifies the ownership of property and prepares all necessary legal land descriptions for the acquisition of easements or other property interest necessary to accommodate Chugach’s construction schedule.
  • Reviews State, Municipal and Borough surveys and subdivision plats and identifies easement requirements.
  • Reviews requests for Encroachment Permits and Letters of Non-objection from member-owners and directs preparation of resolving documents.
  • Prepares applications and obtains permits from the Federal, State, Municipal and Borough agencies.
  • Prepares instruments for easement release.
  • Prepares easement recommendations for platting activity of Municipal and Borough Planning Authorities.
  • Prepares letters of notification to property owners relative to scheduled construction or maintenance.
  • Provides information to requesting parties regarding right-of-way policies or particular easement holdings.
  • Investigates complaints from member-owners or other parties regarding property matters.

Education

College degree required.

Experience

Minimum of four years of general right-of-way experience to include three to four years related experience with land titles, real estate, real property law, land planning, development or disposal. Experience in negotiating for the acquisition of property or easement interests of an electrical utility is preferred.

Substitution

Experience on a year-by-year basis may be substituted for a 4-year degree. International Right-of-Way Association SR/WA designation may be substituted for 2 years of a 4-year degree.

Job Knowledge, Skills & Abilities

  • Must be proficient in land records research, public and private, and have the ability to gather and analyze real property data and maintain accurate records thereof. Local experience preferred.
  • Must be familiar with the laws and practices related to the acquisition of land and right-of-way for electric utility use. Local experience preferred.
  • Must be familiar with the source and nature of records and documents related to real property, and with property conveyance forms, instruments, methods and requirements.
  • Have a working knowledge of land use regulations, Federal, State and Municipal. Knowledge of local geography preferred.
  • Ability to understand and write most legal land descriptions. Ability to locate land from survey markings.
  • Ability to perform basic math computations.
  • Ability to acquire permits from governmental agencies.
  • Ability to work effectively with the general public in the acquisition of easements and to provide information relative to Chugach plans and their effects on individuals and community.
  • Ability to effectively coordinate between consumers possessing varying amounts of knowledge and experience, and a diverse group of Chugach employees.  Must possess good written and oral communication skills.
  • Ability to coordinate work with other departments and maintain cooperative relationship.
  • Must be proficient in use of personal computers and use of work processing, spreadsheet, and database software.
  • Must be able to serve as Notary Public.

Working Conditions:

Most of the work will be usual office environment. Some field work is required. Evening and weekend meetings or appointments occasionally required.  Must possess a valid Alaska driver’s license.
