Duties:

An experienced Reliability Compliance Analyst will enhance electric system reliability and facilitate compliance with regulatory requirements related to system reliability and/or electric system cyber security through the development of operational program technical processes and controls. In conjunction with subject matter experts, this position will develop and implement sound tactical programs, procedures and operational processes. Develop and implement preventative, detective and compensating compliance controls and best practices across the District to monitor and facilitate compliance. The position will be hired at level II or level III (based on knowledge, skills and abilities). Level II incumbents work on complex issues and standards, and leads teams, projects and mentors and/or trains lower level analysts. Level III incumbents are considered a technical expert on operations and Panning Standards (693) or Critical Infrastructure Protection  Standards (706) and works on the most complex issues and standards.

Experience Required:

Bachelor’s degree (B. S., B. A.) in a science, technology, engineering, or math (STEM) field, public administration, business, or a related field from a college or university; or equivalent combination of education and NERC/WECC experience. Requires at least three (3) years of professional experience in a legal or regulatory compliance occupation. Candidates with demonstrated NERC/WECC Reliability Compliance experience are strongly preferred. Candidates with a Juris Doctorate, master’s degree or relevant certifications may substitute 2 years of the experience requirement.

Desired licenses & certifications (one or more):
• Certified Information System Security professional (CISSP);
• Certified Information Systems Auditor (CISA);
• Certified SCADA Security Architect (CSSA);
• Certified Protection Professional (CPP);
• Physical Security Professional (PSP);
• Professional Engineering License;
• NERC System Operator Certification; or
• Project Management Professional
