Under the general direction of the Resource Planning & Development Manager with a dotted reporting relationship to the District’s NERC Reliability Compliance Committee, the Modesto Irrigation District is currently recruiting to fill one full-time position in the Resource Planning & Development Department, Electric Resources Division to coordinate and administer the District’s electric reliability compliance program and to ensure that the District’s electric system is operated in a reliable and stable manner compliant with the national and regional reliability standards, e.g. Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Western Electricity Coordination Council (WECC), etc.
In addition to functions typical of an engineer, as described under “Essential Duties”, this position will: Monitor, audit and review to ensure that all applicable District organizations comply with NERC and WECC standards; create and administer a detailed, District-wide reliability compliance tracking system; represent the District in various regional and national forums regarding electric reliability; follow and participate in new standards and rule making proceedings at FERC, WECC and NERC regarding electric reliability; conduct audits; develop internal controls; prepare and submit compliance filings; coordinate audits to meet deadlines; provide training to various District organizations; prepare and review reliability-related technical documentation; chair the Reliability Compliance Committee; represent the District in dealings with NERC and WECC regarding compliance issues.
Experience: One year of professional engineering experience in the appropriate area, e.g. engineering, operating, planning or regulatory compliance. Experience working with reliability standards highly desirable. Experience performing analytical work appropriate to the level of this position in a utility setting preferred.
Education: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in Electrical Engineering, Mechanical Engineering, Civil Engineering, Industrial Engineering, Chemical Engineering or a related field.
License and Certificate: Possession of a valid California driver’s license. Candidate will be required to become NERC certified as a transmission operator within 12 months of appointment and must maintain certification thereafter.
