Regulatory Consultant (R18-246)

The primary duty is to develop pricing structures (rate spread and rate design) to collect PGE’s revenue requirement and that support policy and strategic objectives of the company.

In regulatory proceedings, provide analyses, testimony, comments, data responses and negotiating to settlements acceptable to the company. Undertake compliance reporting to the regulator on a variety of issues. Develop, analyze, and revise pricing for the company’s retail tariff. Research and compile studies to assess the effectiveness of current pricing, tariff, and regulatory approaches; when appropriate, develop proposals to change them. Provide internal regulatory consulting to other departments on strategy, tactics, including pricing options and approaches. Maintain relationships with regulators related to rate cases and other filings. Inform and execute regulatory pricing strategy. Provide internal consulting on regulatory pricing strategy and impacts on business objectives.

Regulatory Analyses

Core job function is to develop rate spread and rate design to implement the tariff; prepares and oversees complex tariff and regulatory filings; leads other analysts and provides management and other departments with extensive technical expertise, analyses and recommended strategies for complex and nonroutine problems in a specialty area or across multiple functions; independently writes, oversees and reviews the development of comments, testimony, exhibits, work papers and/or other documentation for regulatory proceedings

Internal Consulting

Provides technical solutions to complex and nonroutine business/regulatory matters with a focus on pricing; leads and mentors others in formulating alternative solutions for a range of complex business/regulatory problems; advises senior management

Regulatory Strategy

Provides leadership in the development of regulatory strategy with a focus on pricing; leads team in identifying industry and business changes and emerging customer interests to develop proactive regulatory strategies/tactics in collaboration with relevant functions (e.g., legal, government affairs, engineering); may service as a company witness

Compliance

Leads the development of compliance standards that reflect the needs of PGE and addresses identified risks and concerns; submits to management and senior leadership for review and approval.

External Interaction

Advocates company interests on regulatory issues with customers, stakeholders and regulatory bodies; negotiates with regulatory staff and other interested parties to reach outcomes which advance company objectives; presents company proposals; cultivates and maintains professional relationships with regulatory staff and stakeholders.

Experience Required:

You will bring the following skills to our team:

  • Requires a bachelor’s degree in engineering, economics, finance, business or related field or equivalent experience
  • Typically eight or more years in related field
  • Advanced knowledge of business, engineering and/or economics, financial modeling and ratemaking principles
  • Expert knowledge of financial and utility industry regulation
  • Intermediate knowledge of electrical distribution, transmission and generation facilities
  • Intermediate knowledge of enterprise/business awareness
  • Consistent use of logic or scientific thinking to define problems, collect information, establish facts and draw valid conclusions (for example, engineer, HR director, plant manager, etc.)
  • Advanced decision-making skills
  • Advanced negotiation skills
  • Advanced diplomacy skills
  • Advanced organization and prioritization skills
  • Advanced resiliency and adaptability skills
  • Ability to work long hours
