Duties:

The Modesto Irrigation District is currently recruiting to fill one full-time vacancy in the Regulatory Department, General Manager Division, to perform a variety of professional and technical analysis in support of legislative and regulatory activities in connection with District-wide water and power operations; and to serve as a resource to managers, supervisors, and employees on regulatory matters.

This is a flexibly staffed position and will be hired at the appropriate level based on the qualifications of the successful candidate. This position is represented by the Modesto Irrigation District Employees Association.

Experience Required:

Regulatory Analyst I

Knowledge of:

  • Fundamentals in methods and techniques of research, analysis, interpretation and report presentation.
  • Standard communication etiquette and skills.
  • Principles and practices of safety management.
  • Principles and practices of data collection and analysis.
  • Federal, state and local laws impacting District operations.
  • Principles and practices of technical report preparation.
  • Modern office equipment including the use of applicable computer software.
  • Principles and practices of effective customer service.

Ability to:

  • Learn to interpret and evaluate pertinent local, state and federal laws, rules and regulations.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
  • Learn legislative and regulatory reporting and tracking sites and sources.
  • Prepare clear, complete and concise written reports and records.
  • Operate and use modern office equipment including a computer and applicable software.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Travel locally and nationally by various modes of transportation; operate    Class C motor vehicles.
  • Communicate clearly and concisely, both orally and in writing.

Experience and Training

Experience: One year of increasingly responsible analytical experience.

Education: Equivalent to a Bachelor’s degree from an accredited college with relevant course work.

License and Certificate
Possession of a valid California Class C driver license at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

Regulatory Analyst II

In addition to the qualifications of Regulatory Analyst I:

Knowledge of:

  • Federal, state and local legislative bodies and processes that pertain to District operations.
  • Legislative and regulatory reporting and tracking sites and sources.

Ability to:

  • Understand and follow federal, state and local legislative and regulatory processes and documentation.
  • Manage, sort, analyze and synthesize large quantities of information in diversity of topic areas.
  • Handle multiple areas of responsibility simultaneously; set and adjust priorities on ongoing basis.
  • Prepare professional correspondence and presentation materials.
  • Track and present large quantities of information in logical, relevant and clear manner.
  • Analyze and interpret work papers, reports project documents, and other information; identify and interpret technical and numerical information.
  • Problem solve; recognize issues, identify and evaluate alternatives, and make sound recommendations; implement recommendations in support of goals.
  • Perform special projects.
  • Act independently within organizational and operational guidelines.
  • Interpret pertinent local, state and federal laws, rules and regulations.

Experience: Three years of progressively responsible experience similar to Regulatory Analyst I with the District.

Education: Equivalent to a Bachelor’s degree from an accredited college with relevant course work.

License and Certificate
