Rates & Regulatory Affairs Analyst III (R17-509)

  • Ensure that assigned multidiscipline projects are efficiently conducted and provide recommendations based on business analyses.
  • Plan, manage and lead major portions of projects including complex or non-routine business and/or regulatory issues; conceptualize, research, conduct, coordinate and integrate study approaches and appropriate methods of analysis, writing and recommendations for assigned business analyses; negotiate work plans; lead project teams in analyzing multidisciplinary and multi-industry business problems and communicate integrated facts and findings to senior management; schedule, coordinate and independently review work of Analyst I and Analyst II employees; monitor and control project results.
  • Motivate and generate a high level of productivity and creativity in staff approach and the study of new business opportunities and threats.
  • Provide expertise in a specialty area so that corporate management is kept informed concerning developments that have or may have corporate impact.
  • Act as a consultant, conduct/direct conduct of multidiscipline studies and contribute analytical expertise and judgment.
  • Take new perspective on existing solutions; introduce and develop new analytical problem-solving techniques, where appropriate, in the specialty area.
  • Make persuasive and educational presentations; justify and present reasons for decisions; present testimony before regulatory agencies.
  • Negotiate resolution of multi-company or multi-industry technical matters with analysts external to the company.
  • Aid in the corporate business decision-making process.
  • Prepare routine/non-routine business plans and reports in specialty areas, perform associated analyses and prepare clear, direct management summaries.
  • Support corporate awareness of developments in specialty areas and ensure that PGE positions are determined and communicated to external staff counterparts in areas where PGE policy has been previously set.
  • Monitor business developments in specialty areas through external contacts, review of industry and business partner positions and review of internal PGE practices. Prepare correspondence for official company action.
Experience Required:

Bring the following skills to our team:

  • Thorough knowledge of at least two specialty areas and regulation. Specialty areas may include: Accounting, Marketing and Sales, Finance, Business development (economics), Revenue requirements and Pricing, Load forecasting, Budgeting, Business administration and Planning, Organizational and human resource development, Fuels, Business systems and procedures, Taxation.
  • Demonstrated ability to conceptualize solutions to complex problems and to perform complex analytical studies.
  • Demonstrated proficient oral and written communication skills, including negotiation and persuasion skills, to deal effectively with medium-size groups in formal settings; ability to skillfully conduct presentations and decision-making meetings.
  • Basic project management skills to plan, assign, monitor and review work. The successful candidate will have a bachelor’s degree in business, accounting, economics, marketing, science, math or similar field and five-plus years of industry-related experience that includes project management, financial accounting, management reporting and analysis of specialized work processes, standards, regulations and systems.
