RECRUITING PROGRAM MANAGER

Are you passionate about attracting high-quality talent? Are you an advocate for equal employment opportunities? And do you love working with others to develop a pipeline of talent through community outreach programs?

Join our team at Chelan County Public Utility District. As one of the largest hydroelectric projects in the U.S., our mission is to improve the quality of life for the thousands of people who call our pristine mountain community home. You will live, work, and play in one of the country’s most beautiful regions, recognized nationally by publications like Forbes Magazine as a premier destination for families, retirees, and everyone in-between. With four distinct seasons, we are the best of the Pacific Northwest, without the rain!

We are looking for an excellent communicator to build relationships with all levels of managers in our organization and internal/external applicants, and to promote our strategic goals and core values to a diverse audience of applicants and professional organizations. This is a working manager position that requires the ability to multitask and juggle, think on your feet, and meet high demands and recruiting challenges.  If you are a critical thinker, collaborative team player and a leader, as the Recruiting Program Manager you will be an important part of building the next generation of Chelan PUD’s workforce.

What you will do:

·         Manage and implement recruitment programs and activities to attract and select high-quality applicants

·         Use marketing and outreach efforts to develop a pipeline of talent

·         Lead the District’s diversity program, including compilation and submission of AA, EEO-4 and VETS100 reporting

·         Consult with and coach hiring managers at all levels of the organization in building effective, compliant recruiting strategies

·         Oversee applicant recordkeeping and data collection to comply with federal and state requirements

·         Act as a key member of the HR management team to work collaboratively with managers to support workforce planning efforts

Abilities you will bring:

·         Communicate information persuasively, thoroughly, and accurately

·         Technical excellence in regulatory knowledge and compliance

·         Analytical thinking to examine recruitment and employment data to determine whether programs are efficient and effective

·         Social fluency: Building one-on-one relationships, influencing others, and speaking publicly

·         Growth mindset: Geared for learning and continuous improvement

·         A natural collaborator and valued team member; ability to anticipate needs and develop creative solutions

·         Ability to understand and communicate the District’s political environment and sensitivities; function effectively within that environment

A BA/BS degree in Marketing, Business, Human Resources, Organizational Psychology, or related field is required or equivalent combination of education/experience. Requires seven years’ progressively responsible experience in HR and five years’ recruiting; candidates with experience complying with OFCCP (or similar) and those with experience recruiting a wide variety of professional, managerial, and skilled trades are desired. Bilingual in Spanish/English is preferred.

In addition to a competitive starting salary range of $91,200 – $121,600 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee’s Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.
