JOB PURPOSE:

Executing on the strategic initiatives of the Business Units, this role leads the functional build out of solution delivery teams, program management and strategic business relationship management, acting as a strategic technology trusted advisor to the business units.  Leads the transformation and optimization of a variety of broadly utilized Chelan PUD (District) solutions delivering on short- and long-term District and IT goals.  Develops and maintains strategic partnerships with the Senior Management Team, and IT Leadership to develop, define, and support technology vision, solution design, roadmaps, and product management across the enterprise.  Sets the strategy and objectives for the Solutions teams and contributes budget development short and long-term technology plans and strategies.

1. EF  30%  Strategic Business Relationship Management: Build and maintain business partnerships across the enterprise at all levels driving solution roadmaps to enable execution of District strategy and business plans.  Proactively identify strategies where technology could accelerate business objectives, improve existing technology solutions, and resolve potential challenges in delivery across the enterprise. Orchestrate identification, prioritization, and advancement of initiatives; monitor progress and communicate updates to internal teams and external stakeholders. Monitor work execution and maintain alignment with District business plans and goals.

2. EF 30%  Product Solutions Delivery:  Establish and direct a predictable and consistently applied product solutions delivery process addressing both current and future needs of the enterprise to meet or exceed business objectives.  Build and develop business solutions teams changing the enterprise methodology from specific technology to solutions encompassing multiple products and platforms that deliver against specific business needs.  Make sound data driven decisions regarding the use of existing technology versus new, optimizing the total cost of ownership and technical debt.  Establish future vision of product solutions and work backwards from the future desired state to advance automation and deliver technology solutions.  Determine the optimal strategies and roadmaps to support enterprise alignment of competing business unit initiatives. Advance technology innovation, setting standards, and executing the delivery of high impact solutions.

3. EF  25%  Executive Leadership: Sponsor key strategic programs, steering, and governing to enable transparency, decision speed and removal of roadblocks to achieves results. Lead and develop high performing IT professionals in development of new capabilities, and attract, retain, and grow a diverse inclusive team. Partner with the CTO and the IT Leadership team to design and deliver IT operational excellence programs. Facilitate and deliver communications across the District, with the Board of Commissioners, and with external partners and customers, as needed. Inspire service, teamwork, and accountability, and cultivate existing and future IT leaders to embrace and enable diversity, equity and inclusion across the organization and team.

4. EF  15%   IT Service Management: Serve as the steward for the IT service experience and delivering great service to all customers of IT. Drive service values throughout each service interaction and model being an ambassador for delivering great service. Serve as the key point of contact for business unit strategic and tactical needs. Establish customer service standards, principles and functions that will be leveraged across IT.  Measure success and hold the cross-functional IT teams accountable for those targets.

SUPERVISORY RESPONSIBILITIES:

Manages two (2) subordinate supervisor(s) who supervise approximately twenty (20) employees in the Business Technology solutions department.  Is responsible for the overall direction, coordination, and evaluation of these units.  Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Post-Secondary Education:

Bachelor’s degree from a college or university in Computer Science, or related field; or equivalent combination of education and experience.  Master’s Degree is preferred.

Experience:

Typically requires a minimum of ten (10) years’ experience leading information technology project management efforts for mid-to-large enterprise company.  Experience will include examples of influencing strategic direction and providing guidance to project teams and leaders.

License Requirements:

A valid driver’s license is required for this position (verified upon hire).  A valid Washington State driver’s license is required within 30 days of employment.

Background Screening:

Pursuant to the North American Electric Reliability Corporation (NERC) standards, Chelan County Public Utility District #1 conducts background screening of personnel who have access to the District’s critical physical and/or cyber assets (additionally, this position has substantial authority over Information Technology which also requires a background screening).

COMPENSATION & BENEFITS:

In addition to a competitive starting salary range of $126,910 – $181,300 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee’s Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and this Director level position has an initial personal leave accrual at 27 days per year.
