Project Manager, Capital Construction R17-674

The Project Manager, Capital Construction, works with Strategic Asset Management (SAM), Distribution Engineering, PSLD, and Line Operations to manage Generation, Transmission and Distribution (T & D) capital construction projects and programs.

You will support our journey by:

Project Development & Leadership (40%)

  • Develop, organize, implement, and monitor project and programs
  • Identify resources required to meet project/program goals, and create and manage a teamwork environment. Lead and motivate project stakeholders to ensure that objectives and quality standards are upheld
  • Manage project schedules to ensure that deadlines are met
  • Develop creative strategic actions for the project/program’s direction
  • Develop processes and activities that support long-term SAM goals
  • Identify risks to project, and develop creative solutions to mitigate them; find innovating solutions to conflicting resource demands

Assessment & Reporting (30%)

  • Assess project/program performance
  • Provide detailed reports to stakeholders
  • Identify gaps in current processes, and work collaboratively with stakeholders for process improvements. Address field issues as they arise, work with functional work groups to create solutions
  • Find creative solutions to difficult field issues
  • Manage project scope changes that balance project costs and meet current construction standards
  • Provide information and status of project schedules, costs, problems, risks, and other significant issues.
  • Effectively communicate project needs and statuses related to project controls to ensure effective project coordination and collaboration with System Planning, Substation Operations, Corporate Planning, Environmental Services, Transmission Engineering & Large Projects, Distribution Engineering, Power Supply Engineering Services (PSES), Accounting, and outside consultants and vendors

Facilitation & Documentation (15%)

  • Document project/program performance and milestones
  • Facilitate project coordination through effective use of electronic communication, meetings, reports, document control, responsibility matrices, and other communication and organization tools
  • Identify real or potential deviations to project plans, including construction monitoring at the construction sites

Project Analysis & Controls (10%)

  • Manage assignments by analyzing project needs and determining the appropriate application of project controls that will help ensure project success
  • Apply project controls, especially budget management and scheduling, consistent with effective project management principles and concepts
  • Monitor, analyze, and report on project activities relating to permitting, engineering, procurement and construction
  • Integrate project control processes (scheduling support, cost control, etc.) between various PGE organizations
  • Set priorities and project controls with departments and individuals that may have competing priorities

Guidance & Expertise (5%)

  • Provide management and other internal/external groups with project controls expertise and contribute towards creative and innovative problem solving
  • Provide technical guidance, recommendations and leadership on routine problems involving project controls
  • Facilitate communication, coordination and effective working relationships between groups supporting the same project as well as project stakeholders through written and oral correspondence, including face to face contact
  • Identify important and critical cost and schedule issues or concerns to project work groups and personally assist in resolution as needed
Experience Required:

You will bring the following skills to our team:

  • Bachelor’s degree in engineering, business or equivalent plus three years of experience managing projects or programs, at least one of year which involves project controls, principles, techniques methods or standards, or equivalent combination of education and experience. Utility transmission and distribution experience highly preferred.
  • Valid driver’s license, safe driving record, and ability to drive long distances to construction jobsites


  • Working knowledge of Microsoft Project, Word, PowerPoint and SharePoint software
  • Working knowledge of work management systems such as WMS and Maximo
  • Working knowledge of construction estimating, project risk management, project scope control and project communication management
  • Thorough knowledge of principles, concepts and methods used in T&D engineering, construction and maintenance
  • Thorough knowledge of utility accounting, procurement, and budgeting
  • Thorough knowledge of project management principles and best practices.


  • Intermediate skills in interpersonal relations, including collaboration and relationship building.
  • Intermediate skills in written and oral communication, including writing reports.
  • Intermediate skills in facilitating meetings and representing one’s own work group in various settings
  • Advanced skills in reasoning, analysis and problem solving.
  • Intermediate skills in using judgment and making decisions.
  • Intermediate skills in collaboration and relationship building.


  • Ability to work concurrently on multiple tasks and high priority projects
  • Ability to identify problems and participate in the determination of sound solutions
  • Ability to safely visit large construction projects and industrial facilities, including climbing ladders, climbing stairs, and traversing irregular terrain
