Associate Resource Scheduler (2 positions)

Job Description Summary

The Associate Resource Scheduler supports activities associated with PGE’s Facility Inspection and Treatment to the National Electrical Safety Code (FITNES) program, which encompasses 280,000 poles and overhead facilities and 100,000 underground vaults and pad-mounted electrical equipment as required by the Oregon Public Utility Commission (OPUC) and the National Electrical Safety Code (NESC). This role provides expertise, analysis, scheduling, reporting, process improvements and other daily support for PGE’s overhead and underground inspection and correction programs.
Responsibilities

Planning, coordinating, scheduling, routing, dispatching and monitoring PGE’s inspection and correction crews to support the FITNES program.
Analyzing and evaluating work returned from inspection and correction electric utility line crews to determine the appropriate follow up work by applying knowledge and concepts of the electric utility system in combination with the NESC.
Reviewing and analyzing incoming violation data to ensure inspection accuracy as well as ensure timely notification of pole occupant violations in compliance with state regulatory requirements.
Supporting and helping facilitate training and oversight of PGE and field contract personnel in data collection, inspection, corrections, to ensure quality assurance.
Monitoring crew resources, locations, and production.
Reviewing, analyzing, and performing audits for all inspection and correction billing and invoices for cost accuracy and appropriate accounting application.
Monitoring and reporting actual expenditures against budget goals and purchase order thresholds.
Serving as primary contact for customer communications regarding PGE’s overhead and underground inspection and correction program.
Job Description

Key Responsibilities:

Specialization – Typically specializes in one area below (prerequisite, dispatch or planning/coordination) but may perform work in multiple areas.
Planning/Scheduling:

Monitors system metrics and works with stakeholders to develop schedules for given areas.
Predicts resourcing needs based on current and upcoming workload.
Prioritizes workload for area of control and determines best time to schedule unique as well as recurring activities.
Monitors work order progress against the schedule and to determine what requires escalation
Schedules work with low to moderate complexity prerequisite and/or equipment requirements. Resolves medium complexity or unexpected scheduling issues.
Prerequisite:

Ensures notifications meet regulatory and policy requirements.
Determines optimal timing for prerequisite activities for each job.
Researches issues and determines which to escalate.
May perform field visits to review work performed and determine whether it matches correction requirements; may work with customers and other departments to resolve related issues.
Dispatch:

Reviews and prioritizes work orders.
Plans, schedules and dispatches PGE and contract crews.
Monitors job progress and identifies and resolves issues.
Schedules special equipment and ensures crews have what is needed to complete work orders.
Identifies potential issues and determines what to escalate.
Outages:

Responds to outages.
Depending on area of specialization, may dispatch outage-related work orders, request permits or rights of way or plan and schedule work.
Compliance:

Ensures all work activities comply with regulatory and policy requirements.
Provides data and information for required compliance reviews.
Reporting:

Responds to data requests.
Determines best way for obtaining and synthesizing data from multiple sources.
Develops and runs reports.
Process:

Documents new processes and updates existing processes.

Education: Requires a High School Diploma, A bachelor’s degree in engineering, business, finance or other related field is a plus.

Experience: Typically one year of experience in utility distribution operations.
