DEFINITION
This position directs and coordinates the activities of all generation facilities owned by member cities in partnership with other non-members. The Assistant General Manager (AGM) must ensure optimum efficiency and economy of generation facilities, and assures that the facilities are operated and maintained to industry standards and member expectations. The AGM performs the following duties personally or through subordinate managers. The AGM may be assigned as the General Manager when the General Manager delegates his authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
This position requires the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments for the General Manager as assigned.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  • Plans, develops in concert with direct reports, and oversees the generation services budget.
  • Ensures that all facilities adhere to local, state, and federal rules and regulations.
  • Ensures that environmental regulations and permits are followed at all facilities.
  • Prepares and provides reports and information to member/owners as needed.
  • Oversees the purchases made for facilities and approves purchase orders, vouchers, and expense reports.
  • Networks with Utility Directors, and Commission Members and promotes NCPA at industry meetings or functions.
  • Counsels subordinate managers in the interpretation of bargaining agreements.
  • Represents management and meets with union stewards and managers to resolve grievances.
  • Represents management in labor contract negotiations or serves as a resource to negotiators.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems among supervised staff.
  • Serves as a member of the NCPA management team, and provides information about generation as it relates to the Agency’s overall direction.
  • Manage direct reporting to General Manager related to financial, business, and administration matters.
  • Develop positive working relationship with the support divisions and operations team to ensure proper operational support.
  • Develop operational and strategy to ensure that the resource plan operational activities meet the organizational regulatory requirements.
  • Delegate work assignments and schedules for employees.

MINIMUM QUALIFICATIONS

Education and/or Experience   

Applied Engineering degree or equivalent; 15 years’ experience at various levels of responsibility in the electrical generation business, including four to ten years related experience in generation operations and maintenance management.  Experience must be within an organization of at least 500 MW in capacity consisting of steam generation, and/or combustion turbines, aero-durative turbines, hydro generation, geothermal generation or other renewable generation resources. Experience in managing/supervising 50+ personnel is desired. California Professional Engineer license highly desirable.

KNOWLEDGE AND ABILITIES
Knowledge:

To perform this job successfully, the incumbent must have knowledge of the Agency; principles and practices of planning, management and operation of power utilities; principals of public utility market; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation; personnel management; Public Utilities Commission, Energy Regulatory California Energy Commission, and Federal Power Commission regulations.

Ability to plan, organize, and direct the work of multidisciplinary professionals; analyze administrative policies, organization, procedures, and practices; integrate the activities of a diverse program to attain a common goal; gain the confidence and support of employees, customers, and members; develop cooperative working relationships; analyze complex problems and recommend effective courses of action; perform highly administrative and policy-influencing functions effectively;  effectively communicate and work with a variety of audiences and build consensus; Demonstrate leadership skills, delegation skills and emotional intelligence; Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public; Ability to lead technical and construction teams on the development of new energy resources.

SPECIAL REQUIREMENTS

Valid California Driver’s License and insurance as frequent travel is required. California Professional Engineer license preferred.

This position manages four subordinate managers who supervise employees in the Hydroelectric, Geothermal, Combustion Turbine Facilities and Engineering. The AGM is responsible for the overall direction, coordination, and evaluation of these units. This position also directly supervises non-supervisory employees and carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
