The Modesto Irrigation District is currently recruiting to fill one full-time regular vacancy in the Electric Engineering Department, Transmission & Distribution Division, to plan, organize, direct and supervise technical engineering duties associated with the development and maintenance of maps and records and the design of transmission and distribution systems within the Electrical Engineering Department; and to perform a variety of technical tasks relative to assigned area of responsibility.

Additional Information:

This vacancy will be assigned to supervise the Design area within the Electrical Engineering Department. and will be responsible for overhead and underground designs to meet new customer loads, line reconductor projects, maintenance projects and service upgrades.

Duties may include, but are not limited to, the following:

Recommend and assist in the implementation of goals and objectives; establish schedules and methods for the performance of technical activities associated with electrical engineering projects; implement policies and procedures.
Plan, prioritize, assign, supervise and review the work of staff involved in the development and maintenance on District maps and records and the design of electrical engineering projects.
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials, supplies, and services; monitor and control expenditures.
Participate in the recruitment and selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures and conduct performance evaluations.
Review and approve engineering designs prepared by staff for the installation of transmission and distribution systems.
Ensure records and maps are correct and updated as facilities are modified.
Examine plans and specifications submitted by outside agencies or the public; review plans for consistency with District standards and effects on existing electric utility facilities; assist outside agencies and the public with questions pertaining to District standards, policies and procedures.
Receive, log, distribute and review as-built packages for completed projects.
Coordinate with other departments and divisions on GIS record and map maintenance.
Prepare, review and check design drawings, work authorizations, estimates, reports and calculations prepared by others to determine conformance to District standards, specifications, rules, regulations and policies.
Make field inspections as required.
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
Build and maintain positive working relationships with co-workers, other District employees, outside agencies, and the public using principles of good customer service.
Perform related duties as assigned.

Knowledge of:
Principles and practices of technical engineering, including methods for the design of electrical transmission and distribution systems and the development and maintenance of maps and records.
Equipment, tools and materials used in the performance of technical engineering field and office activities.
Basic electric engineering theory and mathematics.
Principles and practices of supervision, training and performance evaluations.
Principles and practices of budget monitoring.
Principles and practices of safety management.
Pertinent local, State and Federal laws, ordinances and rules.
Modern office equipment including use of applicable computer applications.
Principles and practices of effective customer service.
Ability to:
Organize, implement and direct technical engineering operations/activities.
On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policies and procedures.
Interpret and explain pertinent District and department policies and procedures.
Assist in the development and monitoring of an assigned program budget.
Develop and recommend policies and procedures related to assigned operations.
Operate and use modern office equipment including a computer and applicable software.
Establish and maintain effective working relationships with those contacted in the course of work.
Communicate clearly and concisely, both orally and in writing.
Supervise, train and evaluate assigned staff.
Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of increasingly responsible experience performing technical field and office duties associated with an electric utility; including one year providing technical and functional supervision over assigned personnel.

Training: Equivalent to an Associate's Degree with course work engineering, drafting, mathematics, or a related field.
License and Certificate

Possession of a valid California class C driver's license at the time of appointment.
