Duties:

As a Mechanical Engineer, you will:

  • Serve as the nationally and regionally recognized technical expert for the Lighting technical initiative and is consulted by other engineers and managers for advice and assistance within this area of expertise by national and regional experts as well as internal Bonneville Power Administration (BPA) staff at all levels of the BPA. Plan and coordinate programs or projects requiring innovation and originality. Apply advanced technical expertise on engineering, scientific, and regulatory topics. Devise engineering and M&V methods and procedures which are accepted by management and adopted for use to become the activity’s established precedent which may be adopted for use by others including outside entities. Review, evaluate, and advise on the effectiveness, technical adequacy, and suitability of work of other engineers or technical specialists from in-house organizations, other agencies, industry leaders, or Architect-Engineering (AE) firms under contract to resolve complicated and critical problems in specialized areas.
  • Make critical analyses and evaluations of the ramifications and advisability of Energy Efficient (EE) programs designed to deliver conservation acquisition to the region and/or large engineering projects such as modification of major facilities or systems to meet new and considerably more demanding performance requirements. These programs and projects normally involve large sums of money, significant investments of resources and time, and are coordinated through a number of outside entities. Plan and coordinate various phases of work, establish priorities and sequence, and determines available resources to apportion to the different phases. Is a recognized regional and/or national engineering authority in energy efficient technologies, their applications, and impacts on Bonneville, its customers and the region for lighting applications.
  • Design or direct the development of unique or leading-edge technology, equipment, or systems to meet specific mission objectives associated with Integrated Demand Side Management (IDSM). Keep current on and evaluate new developments pertaining to the subject-matter or functional area to ensure program planning, approaches, findings, and decisions reflect the latest theories or technology in the area. Includes the assessment of limitations of proven concepts and practices on facilities, systems, or equipment, and the evaluation of problem resolution alternatives or the risk associated with using or replacing nonconforming components. Act as a technical specialist on the methods used for testing, checkout, and preparation of entire mechanical engineering systems. Apply technical expertise to external stakeholders and internally with participation on teams assembled by BPA Energy Efficiency Engineering Services, Energy Efficiency Representatives, and/or Programs Managers; BPA’s Technology Innovation, Power and Transmission organizations; and externally with outside entities including regional and national industry leaders.

Qualifications

BASIC REQUIREMENTS

A. Degree in Professional Engineering – To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of Education and Experience – College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional Registration—Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; or
  2. Written Test—Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; or
  3. Specified Academic Courses—Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or
  4. Related Curriculum—Successful completion of a curriculum leading to a bachelor’s degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

SPECIALIZED EXPERIENCE REQUIREMENTS

In addition to meeting the Basic Requirements above, you must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

GS-13: Perform engineering studies and assignments in energy efficiency programs, integrated demand side management and conservation acquisition to provide analytical and consulting services to internal and external clients for lighting initiatives including lighting design; lighting systems; lighting controls and sensors, solid state lighting; and/or lighting emerging technologies research.

    Electrical: Knowledge of the concepts, principles, theories, and methods related to the design, analysis, test, and integration of electrical systems; energy conversion; electrical power generation; and energy transmission, control, distribution or use.
  • General Engineering: Knowledge of the concepts, principles, and theories of engineering and their practical applications.
  • Customer Service: Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Project Management:Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Research: Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
