POSITION PURPOSE: Provide leadership, management and accountability for aerial and underground line design to ensure safe, efficient, cost effective and high quality electric services for SMUD customers. Assists in the development, implementation and management of department goals, objectives, policies and priorities in partnership with supervisors and managers of various business units within SMUD. Selects, trains, motivates, evaluates and develops subordinates and ensures that department strategic objectives and priorities are achieved and coordinated with other departments and business units. This position focuses on the managerial aspects of the line design organization. ESSENTIAL FUNCTIONS/DUTIES AND EXPECTED RESULTS: 1. Provide leadership and accountability for the line design process by managing, organizing, planning, directing, coordinating and controlling activities within the process. This includes all work associated with the collection of system data through the performance of field activities and work closure that will maintain the transmission and distribution line system. This work involves developing requirements; creating jobs; scheduling the work; ensuring coordination of work through system operations; performing the field work; closing out the job; and supporting customer billing, as well as ensuring a safe working environment. 2. Ensure the safety of SMUD employees, contractor staff, and customers through adherence to established SMUD policies and goals, development of specific goals for the work process, monitoring and responding to safety concerns; benchmarks with others to develop “best practices”; accountable for the safety results of the line design process. 3. Provide advice and input to the Director, Line Assets, regarding line design issues, processes, timelines, projects, and procedures. 4. Develop and monitor performance, conduct reviews, perform post job audits to identify performance variances and to insure that work performed was done as planned, while enabling continued process improvements. 5. Share responsibility for the development of the Line Design & Construction budget. Provide recommendations for short and long term resource requirements. 6. Develop and maintain working relationships with internal clients, including directors, managers, supervisors, project managers, and others and with developers, contractors, customers, outside agencies and local governments to minimize risk and protect SMUD, optimize efficiency, improve relationships, and achieve the objectives. 7. Responsible for the effective and efficient response to emergency situations. Develop, manage, and implement strategies for critical emergency situations. 8. Represent SMUD on governmental, industry and professional organizations and committees pertinent to the work processes assigned.

Experience Required:

MINIMUM QUALIFICATIONS: EDUCATION and EXPERIENCE: Education: High School diploma or equivalency. Graduate of an approved and recognized line apprenticeship program Experience: Ten (10) or more years of progressively responsible work experience in design, construction, modification, maintenance or operation of transmission or distribution systems. Five (5) years in a supervisory role. KNOWLEDGE OF: Principles and practices of electric distribution and customer service design, construction, maintenance and operations, Federal, State and local safety and hazardous waste laws, codes, and regulations; SMUD rates, rules and regulations; industry best practices related to transmission and distribution line systems; principles of best practice customer service; metrics and unit costing principles; principles of management; OSE & IBEW MOU’s, SDPs, special agreements; process design and change management principles; contracting principles including proposal development, negotiations, management, and union impacts; principles and practices for taking disciplinary action and conducting investigations; project management principles; auditing principles; principles and practices for budget development and administration. SKILL TO: Provide leadership and effective management of a diverse work group; develop process measurements that are tied directly to department and SMUD objectives; translate measurements into effective performance measurements and accountabilities associated with specific work and individuals; communicate with upper management a clear understanding of the status of the work alternative scenarios and investment strategies; conduct benefit and risk analysis; develop and motivate employees working in a team environment; resolve operational and personnel conflicts when they occur; measure, diagnose, and design work process changes, making business cases for the change; represent SMUD in a technical and professional manner; handle customer complaints to a successful conclusion; readily adapt to changing situations; express ideas effectively both in writing and oral communications; be an effective member of the SMUD leadership team.
