The Telecommunications/Broadband Supervisor is responsible for the efficient and stable operation of the District’s Telecommunications/Broadband resources and facilities. This includes effectively managing the engineering, design and implementation of solutions that align with the District’s Strategic Plan while conforming to industry standards and regulations. This position will work across all departments and with contract vendors to successfully support the build out, operation and maintenance of Lewis County PUD’s telecommunication infrastructure.

Essential Duties and Responsibilities include the following.  Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.

· Manage the development, implementation, installation, and operation of the Telecommunications/Broadband line of business for the District.

· Help develop, implement, and administer Telecommunications/Broadband departmental policies, procedures, and standards.

· Develops effective sales, marketing, and customer service strategies to support the districts broadband adoption goals.

· Coordinates, clarifies, schedules, and directs any maintenance and/or repair work to be performed by contractors and/or District employees.

· Understands and directs the proper application of work procedures, standards, and safety rules.

· Administers District procedures and State laws regarding safety in the workplace.

· Work closely with District managers, supervisors, users, and technicians to assess needs in developing or purchasing Telecommunications/Broadband equipment (both hardware and software). Coordinate installations with major stakeholders as requested in the most effective and reliable manner.

· Develops and maintains relationships with retail service providers and other contractors.  This position involves substantial interaction with multiple technical and operations departments.

· Develop goals, objectives, and budgets, including annual capital improvement budgets for areas of responsibility.

· Assess needs and coordinate installations with major stakeholders as requested in the most effective and reliable manner possible by visiting job sites to evaluate work in progress and consulting with technicians on more complex projects.

· Maintain current knowledge of Telecommunications/Broadband system construction practices, standards, tools, and equipment; make recommendations for change/modification as appropriate.  Develop District Telecommunications/Broadband standards as required.

· Design and assist in the design of new Telecommunications/Broadband systems using AutoCAD or similar drafting tools or programs, to include generating various types of permits, work sketches, and measurements.

· Coordinates and directs restoration activities during outages.

· Ensures sufficient inventory levels are met and properly charged to the correct work orders.

· Understands and directs the proper application of work procedures, standards, and safety rules.

· Assists with annual budget preparation and tracks expenses to approved budget.

Supervisory Responsibilities: This position is responsible for the overall direction, coordination, and evaluation of this department.  Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include interviewing, hiring, training, and developing employees; planning, assigning, and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Education and/or Experience: Bachelor’s degree from a four-year college or university and five to seven years related progressive Telecommunications/Broadband experience and/or training; or equivalent combination of education and experience.  Strong project management experience preferred.

Certificates, Licenses, or Registrations: Must have a valid Driver’s license.  Fiber optics installation or design certification preferred.

Computer Skills: To perform this job successfully, an individual must be proficient in Windows environments, word processing, Access, SQL Server, and VB programming languages.

Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is frequently required to walk, climb stairs, bend, reach, use hands to finger, handle, or feel, and sit for extended periods of time.  Occasionally required to lift and carry up to 25 pounds. Required to speak clearly and hear well when communicating over the telephone and in person.

Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is regularly exposed to indoor and outdoor environments.  Outdoor settings include all types of property and site conditions including open spaces, timberlands, urban developments, flat and hilly terrain, building construction sites, and road rights-of-way.  Indoor settings include residential, commercial, and industrial sites that can involve cramped spaces, moving machinery, etc.  May be exposed to rough terrain in various weather conditions.   The noise level in the work environment is moderate to loud.

This position may require work hours in excess of 40 hours per week.  Responds to after-hours phone calls or callouts, including day, night, and weekend.
