Joint Use and Contracts Specialist – R16-312

This position will contribute to the success of the Utility Asset Management (UAM) group by managing over 350 contracts related to joint use, wireless and radio tower attachments on PGE poles. This role is responsible to ensure all contracts with licensees and pole owners meet legal and regulatory requirements, and are current, accurate and aligned with UAM policies. Leads policy design, assuring alignment with contracts, Oregon Administrative Rules (OAR), and industry standards. Act as a Company resource for Joint Use questions around policy, contracts and billing.

Experience Required:

Qualified candidates typically have:

  • A bachelor’s degree in business, accounting, economics, marketing, law, or similar field.
  • Typically five plus years of contracts, business and/or distribution experience.
  • Comprehensive knowledge of applicable statutes (OARs and NESC), policies, and procedures to ensure cost recovery and accurate rate calculations (pole attachment, inspection, wireless, etc).
  • Skills in identifying, analyzing and resolving issues.
  • Knowledge in pole attachment construction.
  • Knowledge of joint use contracts and industry practices.
  • Experience preparing and negotiating contracts.
  • Excellent oral and written communications skills involving presentations before groups.
  • Effective human relations skills.
  • Strong Microsoft Office skills.
