This position manages all aspects of fish and hatchery monitoring and evaluation programs associated with Tacoma Powers hydropower plants. This position is responsible for collecting the information necessary to determine if hatchery and wild fish are meeting standards and recommend adjustment to fish programs to achieve goals. The position oversees: Creation and execution of study designs, reporting of study results, leads or supports regulator negotiations, manages and/or supports fish management decisions associated with fish hatchery programs.•Supervise and manage staff and contractors involved with fish monitoring and evaluation programs in association with Tacoma Powers fish hatchery programs Manage the fish monitoring and evaluation programs by planning, negotiating and implementing studies as it relates to the operation of Tacomas hydroelectric projects, Federal Energy Regulatory Commission (FERC) licenses issued to those projects and State/federal agencies with regulatory authority. Perform technical and scientific duties related to the biological aspects of utility operations and associated impacts Lead and/or support negotiations with State and Federal regulators regarding fish management as it relates the hatchery programs Conduct analysis and prepare reports as necessary to support fish programs; and meet FERC and other regulators compliance requirements Communicate with various City departments, governmental agencies, outside organizations, tribes, and the general public to coordinate work activities, to provide and receive information and services, and participate in a variety of committee meetings, workshops and conferences Create and manage fish monitoring and evaluation program budgets, scope of work, schedules and resources

Experience Required:

Desired Qualifications The ideal candidate will have a minimum of a Masters Degree in Fisheries Biology or a related field with specialization in Fisheries Science or a related biological field AND 10 years of professional level experience in fisheries or related environmental programs. A Masters Degree may substitute for experience. LICENSES, CERTIFICATES AND OTHER REQUIREMENTS Valid Washington State Drivers License, or evidence of equivalent mobility, at time of application with maintenance thereafter. Complete First Aid and CPR certification within six-months of appointment with maintenance thereafter. KNOWLEDGE & SKILLS ANALYTICAL Develop methods of data collection and results interpretation. As necessary, implement results into research studies or programs with appropriate and effective course of action based upon outcome or findings, as it applies to fish population dynamics, trend estimating and forecasting COMMUNICATIONS Prepare oral and written communications for professional and general public consumption that are effective in interpreting, applying and explaining codes, rules, regulations, policies and procedures in support of fisheries mitigation activities LEADERSHIP Establish and maintain cooperative and effective working relationships with employees, the general public, city, county, state and federal agencies while coordinating research in support of Tacoma Public Utilities fisheries restoration and recreation programs MANAGEMENT Plan and organize work that meets schedules and time lines supporting the planning, development and coordination of fisheries recreation programs PROFESSIONALISM Current on applicable laws, codes, regulation, policies and procedures on fish hatchery techniques, cultural practices, transportation methods and fishway operations. Develops experimental designs appropriate to the field and aquatic ecology as it applies to Tacoma Public Utilities hydroelectric projects and their recreational lands
