Jefferson County Public Utility District (JPUD) is seeking a competent and enthusiastic candidate to fill its Financial Director position. The PUD (www.jeffpud.org) serves 18,500 electric, 4,200 water, and 400 sewer customers. There are currently 41 employees with plans to employ more than 50 during 2017. The PUD acquired its electric system in 2013. JPUD is financially sound with annual revenues of $33 million and total investment in utility plant of $159 million. The PUD is also a RUS borrower.
The Finance Director serves as the CFO and District Auditor. This position is one of five on the senior management team and reports directly to the General Manager. They also work closely with the PUD’s three-member elected Board of Commissioners. The Finance Director oversees and manages Finance, Accounting, Billing, Meter Reading, and Customer Service. This position provides long-term direction for the financial operations of JPUD, manages the Board’s fiscal policies, and assists in the development of new policies.
The successful candidate will be a person of high integrity and have proven leadership skills. The individual must be a team player, have strong interpersonal and communication skills, and meet deadlines. They must have a thorough knowledge of GAAP, budgeting/forecasting, internal controls, cash management and financial techniques, local, state and federal laws/regulations impacting the utility business, and financial accounting software. A working knowledge of RUS accounting and regulations is preferred. Candidates must have a minimum of five (5) years’ experience in accounting, finance, fiscal services, or other utility related financial position. Experience in the accounting of an electric utility, especially one that adheres to RUS or FERC regulations, in highly desirable. Must have at least five (5) years’ supervisory experience in managing accounting staff and leading an organization’s accounting function. Requires a Bachelor’s Degree in Business Administration with an emphasis in finance or accounting. An advanced degree or professional certification (MBA, CPA, CIA, CMA, etc.) is highly preferred.
