This position is a management and supervisory position in finance, accounting, customer service, purchasing, and other utility functions for McMinnville Water & Light. The primary function of this position is related to financial, accounting, internal and external audit controls, billing and collections. As with most positions in a smaller utility, this position has supervisory and oversight functions in various operations within the utility.

The employee occupying the position is responsible for planning, directing, implementing, and evaluating multiple financial and customer service duties, as well as being a strong participant in the McMinnville Water and Light management team. Primary responsibility is for accomplishing utility goals and objectives through the effective utilization of personnel, equipment, and supplies within existing financial resources; and for planning future requirements to meet anticipated needs. Supervision extends to accounting, customer service, purchasing and information technology. The work of this position is characterized by the emphasis on administrative and supervisory duties which involve the development and implementation of short and long range financial and budgetary requirements, the preparation of reports, the preparation and administration of the budget, ensuring compliance with department policies and personnel/safety policies, and resolving the more difficult financial and compliance issues. Considerable latitude and independent judgment and action are exercised in planning, directing, and coordinating the programs and activities of the divisions under the direction of the General Manager. Frequent contact is maintained in writing, over the telephone, or in person with customers, employees, city personnel, county officials, other utilities, auditors, and the public in managing the programs. Work performance is evaluated by the General Manager for the effective and efficient functioning of the department and the attainment of program goals and objectives.


Experience Required:
  1. Requires a 4 year Bachelor’s or higher degree from an accredited college in finance related field.
  2. Requires at least 8 years of financial management or accounting experience. Experience in electric utility preferred.
  3. Certified Public Accountant (CPA) and/or Certified Management Accountant (CMA) are strongly preferred.
  4. Supervisory experience is strongly preferred.
