Duties:

This position is a key part of the Executive Management Team and serves as the Chief Financial Officer (CFO).  The CFO works directly with the GM and other AGM’s in developing and executing strategic objectives for the long term viability of the joint powers agency.  This position is responsible to manage the administrative, financial, risk, technology and facilities management functions of the Agency.  This includes the development of financial and operational strategy, development of information technology plans and assessment of risk.  The AGM may be assigned as the interim or temporary General Manager when the General Manager delegates his/her authority.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  1. Controls the cash flow throughout the Agency, maintains integrity of funds, securities, and other valuable documents.  This includes the timeliness of payments, deposits, accuracy of all deposits.
  2. Keeps transaction processing systems operating reliably, efficiently and transparently; constructs and monitors reliable control systems.
  3. Establishes annual operational goals, plans and budgets for all departments in the Administrative Services Division, establishes Agency budgets annually and revenue requirements that are consistent with the Agency’s financial policies and requirements.
  4. Leads debt management and refunding activities; arranges for debt financing; acts as staff support to the Finance committee.
  5. Manages the Agency’s budgeting process for capital and operations.
  6. Invests funds in accordance with investment policies; maintains banking relationships.
  7. Supports management of Risk Oversight Committee and NCPA Risk management activities; maintains adequate insurance coverages to protect NCPA assets; maintains relationship with external auditors and investigates their findings and recommendations.
  8. Leads staff in the development, implementation, and operation of information technologies and plans for new technologies to further NCPA strategic goals.
  9. Assures reliability and continuity of all services within the Administrative Services Division through appropriate staffing, training and documentation of processes.
  10. Assesses facilities needs in association with the Executive Management team and plans for facilities improvements and maintenance.
  11. Makes presentations to the NCPA Commission, NCPA member governing boards, rating agencies, investors and potential members.
  12. Manages relations with credit rating agencies to obtain the highest possible credit ratings for NCPA bonds.
  13. Participates in key decisions as a member of the executive management team; provides input to management team decisions and helps move the decision process to a conclusion.
  14. Oversees the issuance of financial information and provides management reports are that are  accurate, and responsive to member and department needs, including all financial reporting requirements required by statue or bond covenant on a timely basis consistent with the needs and industry best practices.
  15. Represents the Agency with investment bankers and investors.
  16.  Supports and promotes strong work ethic and safety goals of the agency.  

Supervisory Responsibilities 

Manages the Chief Information Officer, Chief Risk Officer, Treasurer/Controller and Facilities Manager.  Manages four subordinate managers who supervise a total of approximately 30 employees in the Information Services, Facilities Management, Risk Management, Accounting & Finance and Power Settlements departments. Is responsible for the overall direction, coordination, and evaluation of these departments.  Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience 

Master’s Business Administration degree (MBA) or a degree in Accounting required; and ten years of related experience (preferably in the public power sector) and/or training including a minimum of five years supervisory experience; or equivalent combination of education and experience.  Certified Public Accountant or Certified Management Accountant designations are preferred.

Language Skills 

Ability to read, analyze, and interpret common scientific and technical journals, complex financial reports, and legal documents.  Ability to respond to common inquiries or complaints from members, regulatory agencies, rating agencies, or members of the business community.  Ability to write speeches and articles for publication or delivery that conform to prescribed style and format.  Ability to effectively present information to executive management, public groups, and/or public boards.

Mathematical Skills 

Ability to work with mathematical and statistical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills 

Intermediate personal computer skills including electronic mail, routine database activity, word processing, spreadsheets, graphics, etc. More specialized information technology knowledge and experience is a plus.

Valid California Driver’s License and insurance.
