JOB DESCRIPTION

Idaho Power Company is seeking to hire a Technical Advisor who will utilize knowledge and expertise in the review, development and implementation of Idaho Power’s Environmental Compliance Program. Work may include acting as the Company’s subject matter expert on requirements defined in one or more of the following areas of federal, state or local regulation: CAA, CWA, RCRA, EPCRA, CERCLA, TSCA, DOT/HazMat, ESA, NHPA, FIFRA, FPA, and MBTA. The successful candidates will work closely with business units to determine whether their business activities comply with federal, state and local laws, regulations, and Idaho Power standards and policies. Will assist business units with incorporating compliance obligations into their day-to-day work activities. Job duties may include (but are not limited to):

Technical Advisor:

  • Implements Idaho Power’s Environmental Compliance Program.  May develop some program aspects with supervision.
  • Supports communication from the Environmental Compliance Department to senior and executive management.
  • Participate in the development of business practices that incorporate environmental compliance into day to day work activities of all areas of the company.
  • Works closely with other Environmental Technical Advisors and business units in designing, planning, and implementing procedures to ensure compliance with applicable environmental regulations.
  • Works closely with business units in self-monitoring efforts, as required by regulations or company procedures, to ensure environmental compliance.
  • Develops knowledge and expertise with current environmental regulations related to the CAA, CWA, RCRA, CERCLA, TSCA, DOT/HazMat, ESA, NHPA, FIFRA, FPA, and MBTA.
  • Develops and fosters positive working relationships with business units.
  • Assists other Environmental Technical Advisors and the business units with the development of training content as it pertains to environmental regulations applicable to the business unit.
  • Report on metrics associated with environmental compliance within their particular area of responsibility.  Support and investigate potential non-compliance, identify root causes and work with business units on appropriate mitigation.
  • Work with the other Environmental Technical Advisors to provide a consistent approach to compliance across all of the areas of environmental regulation.

 

Technical Advisor Senior:

In addition to the duties listed above:

  •  Reviews, develops, and implements Idaho Power’s Environmental Compliance Program.
  • Develops, communicates, and provides direction to senior and executive management regarding Idaho Power’s environmental compliance position and provides recommendations for program improvements to executive and senior management.
  • Works closely with business units in designing, planning, and implementing procedures to ensure compliance with applicable environmental regulations.
  • Maintains knowledge and expertise with current environmental regulations related to the CAA, CWA, RCRA, CERCLA, TSCA, DOT/HazMat, ESA, NHPA, FIFRA, FPA, and MBTA.
  • Report on metrics associated with environmental compliance within their particular area of responsibility.  Lead investigations of potential non-compliance, identify root causes and work with business units on appropriate mitigation.
  • Serve as a support and backup for the other Environmental Technical Advisors. Work with the other advisors to provide a consistent approach to compliance across all of the areas of environmental regulation.
  • Serve as Idaho Power’s subject matter expert for environmental regulatory interpretation.
  • Support internal environmental compliance audits.
Experience Required:

REQUIRED SKILLS

Knowledge of:

  • Of regulatory laws, rules, and regulations, including regulatory precedents, priorities, and practices.
  • The practical application of engineering, science and technology to comply with regulations
  • Auditing and implementing compliance programs.

Skills in:

MINIMUM REQUIREMENTS

Education, Experience, & Certifications:

·         Valid driver’s license with an acceptable driving record based on driving requirements for the position.

 

Technical Advisor:

  • Bachelor’s degree in Engineering, Environmental Science, Physical Sciences, Math, or Business plus 2 years of related experience

Or

  • Equivalent combination of training, education, and experience

 

Technical Advisor Senior:

  • Bachelor’s degree in Engineering, Environmental Science, Physical Sciences, Math, or Business plus 4 years of related experience

Or

  • Equivalent combination of training and at least 4 years experience as a professional in their related field or equivalent specialized training in compliance within the related field.

 

Prefer

  • Experience in air permitting, waste management facility auditing, chemical management, or a related area.

Technical Advisor:

  • May require occasional travel with some overnight stays across Idaho Power Company’s territory.
  • Will require occasional work with Idaho Power field employees in power plants, electrical substations, maintenance shops, and regional operations centers.
  • Requires some supervision and oversight. Works with oversight from more senior technical advisors.

Technical Advisor Senior:

  • May require occasional travel with some overnight stays across Idaho Power Company’s territory.
  • Will require occasional work with Idaho Power field employees in power plants, electrical substations, maintenance shops, and regional operations centers.
  • Ability to work independently. Requires minimal supervision.
