Duties:

Essential Functions:
• Maintain compliance activities of the District’s FERC licensed hydroelectric project
• Implement environmental activities and plans, such as hydrology studies, recreational plans, cultural resource review, fish and wildlife management, etc.
• Manage consultants and contractors to successful engineer and construct environmental and hydropower related projects
• Obtain and track environmental permitting with various local, state, federal, and tribal entities
• Manage and implement dam safety plans, emergency action plan, and other associated documents
• Attend workgroup meetings for fisheries, cultural resources, dam safety, etc.
• Track, develop, and submit required reports
• Develop and implement environmental checklists and impact statements
• Assist with compliance of SPCC, hazardous materials, waste, and TSCA regulations

Additional Functions:
• Safety First: Develop and maintain a working knowledge and comply with all safety procedures
• Develop and track contracts
• Develop and maintain District policies to comply with federal and state regulations
• Develop and maintain District Operations/Administration Manuals
• Perform public presentations and staff trainings
• Provide support as needed for after hours and emergencies
• Establish and maintain positive working relationships with outside agencies

Experience Required:

Knowledge/Skills/Abilities:
• Proven ability for accurate compliance implementation, reporting, and training
• Working knowledge of state and federal environmental regulations
• Demonstrate good verbal and written communication skills and the ability to maintain cooperative working relationships with coworkers and outside agency staff
• Must have ability to prioritize and perform job duties and, with a minimum of supervision, be able to make decisions compatible with previous instructions
• Self-motivated and takes initiative to complete tasks
• Strong communication and problem solving skills
• Proficiency in Microsoft Office applications (i.e., Word, Excel, PowerPoint, Office)
• Working knowledge of SEPA and NEPA

Experience/Education:
Desired Preferences:
• Five years’ experience managing environmental permitting and environmental impact assessments for a utility or other public related industry
• Five years’ experience related to FERC hydroelectric permitting, implementation, and compliance
• Three years’ experience in dam safety
• Three years’ experience in utility related project and construction management experience
• Current Certified Erosion and Sediment Control Lead (CESCL)
• Experience with Washington State public contract management and regulations

Required Education and Experience:
• Bachelor’s Degree (B.S., B.A.) in a science, technology, engineering, or math (STEM) field preferred; or
• 10 years’ experience managing environmental projects, such as fisheries, cultural resources, engineering, dam safety, and/or construction management.
• Current 40 hour HAZWOPER Certification or must obtain within first year of employment.
