This classification is responsible for the design of electrical improvements, construction specifications, and engineering projects; assisting the Senior Engineer and the Engineering Supervisor, Systems, in the preparation of equipment specifications and system planning; and assists other departments in a consulting capacity.
EXAMPLES OF DUTIES
Duties assigned to this classification include, but are not limited to, the following examples:
In the absence of the Engineering Manager, manages the Engineering Department when requested.
Develops and maintains construction specifications; evaluates new and old material items to ensure the use of the best and most economical equipment. Supervise the acquisition of easements.
Designs system improvements including; electrical facilities in subdivisions, commercial developments; distribution lines, transmission lines, projects contained in the construction work plan and substation improvements.
Manages and supervises the Engineering Field Representatives including hiring, terminating, and monitoring performance, including reviewing designs and customer service work orders.
Assist the Electrical Engineering Supervisor, Systems, when requested, in the preparation of equipment specifications, system planning, system sectionalizing, mitigation of stray voltage problems and voltage control program.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: engineering principles used in electrical utility system; RUS specifications and work order procedures; NESC and NEC regulations; legal descriptions, easements, and the permit application process.
Skill in: the use of personal computers and standard office equipment; surveying techniques and procedures; project management; and technical writing and communications.
Ability to: work with and supervise subordinates; read maps and blueprints; communicate effectively in both oral and written forms; make decisions independently in accordance with established policies and procedures, and use initiative and judgment in completing tasks and responsibilities in a timely and accurate manner; identify and solve problems; compose and maintain accurate records, reports and statistical data; work both collaboratively and independently to meet deadlines; maintain good working relationships with other employees, representatives of federal, state and other public agencies, contractors, engineers, and the public.
