Engineer III, Transmission Operations



Provide engineering analysis and oversight for reliable operation of PGE’s transmission system. Maintain and analyze engineering system models and provide recommendations affecting real-time electrical system flows and parameters. Direct and authorize complex operational tasks affecting PGE electrical equipment, and serve as the primary engineering contact for the Reliability Coordinator. Represent PGE in regional engineering workgroups and demonstrate compliance with applicable NERC/WECC reliability standards.


  • (40%) Engineering analyses for operation of the transmission system in the Operations Horizon (current day, next day, and seasonal system studies). Anticipate and respond to unplanned outages and system emergencies by identifying actions needed to promptly restore service and alleviate emergency conditions. Interface with the Reliability Coordinator, BPA, and PACW to coordinate study results, real-time operating limits, and path flow ratings.
  • (30%) Coordinate outage scheduling and construction/maintenance plans affecting the transmission system in the one-year horizon. Oversee transmission switching-plans to support capital projects and maintenance activities.
  • (15%) Demonstrate compliance with applicable NERC/WECC reliability standards for transmission operations. Interface with other PGE workgroups to support their compliance efforts as needed.
  • (10%) Update the Energy Management System (EMS) Advanced Application database to reflect current equipment and facility modifications and limits. Fulfill accurate and timely data exchange requirements to Western Electricity Coordinating Council (WECC) and neighboring utilities, especially for real-time system and facility changes.
  • (5%) Simulation Training – Provide support for training as required by the NERC PER standards. Presently this training is accomplished using a PowerWorld simulator without the full EMS site specific Operating Training Simulator.


Experience Required:


  • Position requires a bachelor’s degree in electrical engineering.
  • Professional Engineering License (PE) required (the ability to obtain a PE in two years with be considered).
  • Requires a minimum of five years of related engineering experience.
  • Must be able to obtain the NERC Reliability Coordinator Certification.
  • Thorough knowledge of PGE’s (or utility related) electrical transmission and distribution systems.
  • Working knowledge of protection schemes for substations and transmission/distribution facilities.
  • Thorough knowledge of electrical principles and concepts.
  • Demonstrated ability to use real-time and off-line power-flow software applications.
  • Working knowledge of applicable policies, rules, regulations, and codes in the utility engineering field.
  • Be familiar with and able to use high-level programming languages.
  • Have excellent analytical and problem-solving skills.
  • Have effective oral and written communication skills.
  • Have effective skills for interaction in-group presentation.
  • Have a valid Oregon driver’s license or the ability to obtain a license.
