ENGINEER II/III,ELECT (R16-702)

Perform the functions of a fully competent engineer by providing sound engineering solutions to complex problems which minimizes costs and improves efficiencies for the company. The work consists of specifying and maintaining complex systems and applications used by the System Control Center (SCC). Systems and Applications include EMS (Energy Management System), Supervisory Control and Data Acquisition (SCADA), Automatic Generation Control (AGC), Interchange Metering, State Estimator, Outage Management System (OMS), Outage Coordination Software, Communication Control System for Dispatch and Data Historian for Transmission and Distribution data. Develop operational requirements and specifications of various systems and applications. Develop complex operational plans, procedures, and documentation to support operations of the System Control Center. Perform periodic reviews of operational processes and suggest improvements. Provide support to NERC reliability and cybersecurity compliance related activities of System Control Center.

You will support our journey by:

  • Maintain EMS and PI Data Historian to reflect changes brought on by various construction and maintenance activities at PGE’s Generation, Transmission and Distribution facilities. Actively monitor and ensure accuracy of data from field systems such as Remote Terminal Units (RTU) from substations and generation sites. Continuously work on improving situational awareness for SCC Operators by leveraging new technology and developing new displays in EMS, PI and the video wall system (30%).
  • Coordinate with departments outside the SCC, especially Substation Operations Technology and Power Supply Engineering Services to ensure SCC requirements are represented in new projects and initiatives. Co-ordinate with construction and maintenance activities that may affect field systems providing data to EMS and ensure alternate data feeds or calculations are in place to maintain visibility of electrical grid to SCC Operators. Perform SCADA checkout of new RTUs and for routine maintenance (20%).
  • Establish and maintain configuration standards for operational data related items for EMS and PI historian. Develop and maintain display development standards and alarm standards both in PI and EMS. Identify changes required to EMS and PI systems to support evolving operational needs of Transmission and Distribution Dispatch and Balancing Area Operations. Work with Analysts in the group to implement such changes (15%).
  • Develop and maintain real-time procedures and processes used by the System Control Center (SCC). Maintains the associated documentation and coordinates with the SCC staff to implement improvements. Work with compliance staff to update compliance procedures (15%).
  • Support operators on daily operational issues as it relates to EMS and PI configuration, data and displays. Maintain communication control displays and databases for SCC (Zetron) (10%).
  • Maintain through knowledge of the Energy Management System used by the System Control Center (SCC) at the corporate headquarters and Corporate Readiness Center. Maintain familiarity with the EMS vendor suite of automation products and modular applications providing an operational real-time platform used by System Operators. Maintain working knowledge of PI Data Historian, applications and interfaces (5%).
Experience Required:

You will bring the following skills to our team:

  • Bachelor Degree in Computer Science, Electrical Engineering, Information Systems or relevant field of study from accredited college or university and work experience in related discipline is required.
  • Five or more years of relevant work experience specifically related to the daily operations of transmission and generation systems in either EMS or SCADA related fields is required.
  • Professional Engineering License.
  • Experience with Open Systems International Monarch EMS Platform or similar application suite is required.
  • Experience with OSI Soft PI Data Historian is preferred.
  • Experience with Oracle NMS or similar application (Outage Management / Distribution Management) is preferred.
  • Basic experience in computer programming, scripting and application development is preferred.
  • Through knowledge and experience in SCADA/EMS systems and advanced power system applications
  • Through understanding of the transmission and distribution system, substations and generation plants.
  • Knowledge and experience in using SCADA protocols (ICCP, DNP 3.0, L&G8979).
  • Knowledge and understanding of telecommunication and computer networks used for SCADA.
  • Effective technical writing skills for procedures and other documentation.
  • Proficiency in processes sufficient to complete routine tasks independently.
  • Identifies problems, propose solutions and move forward with minimal or no supervision.
  • Oral and written communication skills: Effective communication skills to write reports with minimal supervision and ability to clearly and concisely state one’s views orally.
  • Broad analytical skills for problem solving.
  • Good understanding of PGE utility business and operations.
  • Possess effective presentation and interpersonal skills.
