The Eugene Water & Electric Board is currently seeking candidates to provide control system and electrical planning support for Generation Department facilities. These facilities primarily include hydroelectric power plants and their ancillary systems (dams, fish screens, canals, step­up transformers, etc). The successful candidate will work on multi­disciplinary teams for new design, modification, and upgrade projects at these facilities as well as provide support of operations and maintenance activities which requires advanced understanding and application of engineering and compliance as it relates to the Utility industry. Assignments will include detailed project coordination, and providing leadership and oversight of work that is performed by consulting engineers, peers, and technicians. A primary focus of the Electrical and Control Systems Planner’s work will be to coordinate design reviews with the project subject matter experts. The work requires close collaboration with operations staff during the design process and the ability to define project objectives and ensure quality outcomes through the project life cycle.

Preference will be given to Planner III and Planner IV candidates with hydroelectric, controls and SCADA project management experience. Candidates will be considered for a Planner III or Planner IV position based on qualifications satisfying minimum requirements of position as specified below.

STARTING SALARY RANGES:
Planner III $ 76,242.00 minimum to $ 95,303.00 midpoint
Planner IV $88,272.00 minimum to $110,339.00 midpoint

The successful candidate’s first assignment will be to serve as lead instrumentation and controls planner for EWEB’s $60 million upgrade of the Carmen Power Plant. EWEB is in the midst of planning the upgrade work. Upgrades will include control systems, HMI and remote control topology design and implementation for all power plant systems including: generator start/stop controls, governor, excitation, auxiliary system, and protection. This person’s focus upon hire will be the development of an instrumentation and controls, HMI and remote control planning, design and operations standard, followed by the implementation of this plan. The power plant improvements effort is expected to last until 2022 at which point the work will transition into implementation of control systems for fish passage facilities which is expected to last until at least 2025. After completion of these major capital projects, the position focus will transition into the planning of improvements for other EWEB control systems. The ideal candidate will have experience in project management, developing overall plant control system plans, guidelines and standards, PLC and HMI programming, field operations, construction management, testing and commissioning and troubleshooting related to hydroelectric plant control systems. This person will also possess specialized knowledge/experience with industrial process control systems (preferably hydro generation system controls), associated field instrumentation, and remote communications telemetry.
This individual will represent the utility with external organizations and at conferences and will participate in trainings as necessary to stay knowledgeable about important control system planning issues.

This person’s background will allow them to perform assigned tasks with minimal supervision using a high level of experience and judgment in planning project assignments and accomplishing desired results. They will have the ability to communicate effectively both orally and in writing and the ability to interpret instrument diagrams, system maps and schematics, and related hardware and software documentation. They will provide project management support to other engineers and technicians and lead teams to accomplish goals while maintaining effective working relationships with other employees, departments, consultants, and contractors.

 

Experience Required:

Planner III
Minimum Experience: Requires a minimum of eight (8) years demonstrated experience in electrical and control systems planning.
Education: Requires a Bachelor’s degree in Planning, Economics, Resource Management or Engineering or equivalent combination of education and experience.
Professional license or registration: Project Management Professional Certification preferred.

Equivalency for all levels: An equivalent combination of experience and education may be qualifying.

Valid driver license: Yes or the ability to obtain one within 30 days of being hired.

Planner IV
Minimum Experience: Requires a minimum of twelve (12) years demonstrated experience in electrical and control systems planning.

Professional license or registration: Project Management Professional Certification required.

Equivalency for all levels: An equivalent combination of experience and education may be qualifying.

Valid driver license: Yes or the ability to obtain one within 30 days of being hired.
