Duties:

Electric Utility Associate Resource Planner: Develop an in depth understanding of the Utility’s energy portfolio by identifying, analyzing and assessing market trends and risks.  Participate in crafting recommendations regarding short and long-term strategy direction given all constraints and potential mitigating factors with consideration provided for future rate implications. Perform a variety of development level staff duties in the collection, implementation and administration of energy resources including power and natural gas commodity agreements, generation and transmission development, greenhouse gas mitigation, and energy efficiency/demand-side management optimization and planning. Under guidance develop, modify, and use computer based models related to resource and commodity costs relating to long-term and/or short-term resource procurement or demand side management, load forecasting, greenhouse gas emissions, energy efficiency and demand side management, portfolio production cost and portfolio risk analysis. Assist in the request for proposal, proposal evaluation, and contractor selection for consulting contracts. Participate in the performance evaluation of consultants and related contract provisions.  Assist the contract administrator with achieving planned program accomplishments and intended results. Assist in the coordination of electric utility resource projects and long-range planning processes. Under guidance and direction, represent the Utility’s interests in a variety of industry organizations, project committees, Joint Powers Agencies, and other related organizations. Provide support in the development of short-range and long-range planning materials, feasibility/sensitivity reports and other technical reports as required.  Assist in the development, promotion, implementation and monitoring of the comprehensive integrated resource planning process including plan development, modeling, analysis and internal/external outreach participation efforts. Research, follow and make recommendations regarding proposed legislation, regulatory changes, litigation, energy contracts and current trends such as regional market development, green-house gas emissions and climate change that may affect the Utility’s resource portfolio. Assist the Power Supply division by tracking and reporting unsolicited new proposed projects as requested. Assist in budget and financial planning by compiling portfolio cost and revenue data, preparing and creating financial models and forecasts, and presenting model outputs and results. Develop, track and submit reports to Federal and State agencies, NERC and WECC reliability agencies, and other agencies as required to maintain compliance with all data requests and to ensure reliability objectives are achieved. Participate in training and development programs, gathering new areas of knowledge, achieving learning goals and developmental milestones.  Assist Management with the training and development of staff including participating in the development of training programs, suggested areas knowledge, learning goals and developmental milestones. Perform other related duties as assigned.

Electric Utility Resource Planner: Design and implement financial/operational computer studies required to formulate recommendations in connection with the feasibility of resource development activities. Manage the development of electric power resources, including generation/transmission projects and power contracts. Design and/or utilize computer models to analyze electric utility loads, resources, contracts and economics, and to prepare statistical, feasibility and sensitivity analyses. Administer consulting contracts. Prepare requests for consultant proposals and evaluate such proposals. Coordinate electric utility resource projects. Acquire, manage and maintain data used by utility for planning purposes. Prepare and present public relations materials, feasibility/sensitivity reports and other technical reports as required. Provide the projections of, planning for, and development of long-range strategic plans to assure adequate capacity and reliability at lowest cost. Interface with State and Federal legislative and regulatory bodies regarding resource development. Screen new proposed projects. Analyze and make recommendations regarding wholesale or retail electric utility rates. Perform other related duties as assigned.

Special Requirements:

Possession of a valid California Class C driver’s license, or the ability to acquire one within ten days of appointment.

Electric Utility Resource Planner: Professional registration in the appropriate engineering discipline, or advance college degree is desirable.

Experience Required:

Knowledge of

Electric Utility Associate Resource Planner: Basic electric power resources (i.e. generation, transmission, energy efficiency, energy storage, etc.); natural gas commodity, storage and transportation; greenhouse gas emissions and compliance; resource planning (including personal computers, software, and production cost and financial models used therefore); energy related commodity contracts; State, Federal and NERC energy regulations; and electric utility operating practices and procedures.

Electric Utility Resource Planner: Various electric power resources; resource planning (including personal computers, software, and production cost and financial models used therefore); power contracts; State and Federal energy regulations; and electric utility operating practices and procedures.

Ability to:

Electric Utility Associate Resource Planner: Interact effectively with the public and employees. Prepare/present complex studies and various reports for/to governing commissions and regulatory agencies. Assist in the negotiation of agreements with public and private counterparties, including Federal and State agencies and communicate effectively in both oral and written manner.

Education:

Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying;

Electric Utility Associate Resource Planner: typical education would include a Bachelor’s degree in business management, finance, economics, or engineering from an accredited college, university, or equivalent.

Electric Utility Resource Planner: typical education would include a Bachelor’s degree in engineering, mathematics, economics, or physical sciences from an accredited college, university, or equivalent.

Experience:

Electric Utility Associate Resource Planner: typical experience would include two years of relevant experience in electric utility resource development, planning and contract negotiations, including a basic knowledge of pertinent Federal and State regulatory procedures, resource planning models, complex models with management reporting capability.  Experience performing detailed production cost analysis is desirable.

Electric Utility Resource Planner: Typical experience would include five years of relevant experience in electric utility resource development, planning and contract negotiations, including a working knowledge of pertinent Federal and State regulatory procedures, resource planning models, and wholesale/retail rate design; or modeling electrical utility operations including load forecasting, resource planning and wholesale/retail rate design; three of the five years of appropriately related electric utility experience. Experience performing detailed production cost analyses desirable.
