Duties:

The City of Redding Electric Utility (REU) is seeking a highly qualified individual to provide supervision and leadership to a staff of technical professionals reporting to the Finance & Business Services Division, and supporting the Power Supply Division’s billing and settlements of wholesale power, natural gas, transmission and environmental commodities transactions, environmental compliance program reporting, and other operations support functions as needed.

EXAMPLES OF DUTIES:

Supervise, train, evaluate, and support staff assigned to billing and settlements of electricity, natural gas, and related transactions, emissions reporting, and tracking & analysis of environmental compliance programs; assist in the development of, and provide the supervision and support for REU’s energy risk management program; participate with appropriate staff in the origination, implementation, and administration of various power and natural gas contracts; provide routine and ad hoc reports and economic analysis as requested to assist REU in multiple areas such as short, mid?term, and longterm strategic planning and communicate results; represent REU in various forums; and perform other duties as required.

Experience Required:

Knowledge of: electric power, natural gas and environmental commodity transactions; transmission systems; utility system interconnections; technical systems and tools used in power operations; tariffs and power contracts, scheduling practices, after the fact settlements and reconciliation of electric, gas, transmission and environmental commodity transactions; analytical processes, techniques and strategies; Mandatory Reporting Regulations and California’s Cap & Trade Program rules.

Ability to: Interact and communicate effectively with the public, other utility personnel, employees, and regulators; supervise varied technical skills; settle and reconcile transactions associated with purchases, sales and exchanges of energy, natural gas, transmission, ancillary services, and related activities; understand and interpret power contracts; prepare professional internal and external reports and publications.

Education & Experience: Any combination of education and/or experience that provides the knowledge, skills, and abilities necessary for satisfactory job performance. Preferred combinations include graduation from an accredited college/university with a bachelor’s degree in business, engineering or a related field, and three years of increasingly responsible experience in supervision of power settlements, analytics and power contracts, and/or similar experience in the electric utility industry. Advanced degree and five years of supervisory experience in the electric utility industry preferred.

Special Requirements: Possession of the appropriate valid California driver’s license or the ability to acquire one within ten days of appointment.
