The City of Redding Electric Utility is seeking a highly qualified and motivated individual to supervise and direct the daily functions of the Electric Utility finance staff.  An eligibility list is being established to fill this vacancy, as well as future vacancies that occur during the life of the list.

Examples of Duties:
Supervise and direct the daily activities of assigned professional, technical and clerical staff; plan, direct, coordinate, supervise and review the tasks and objectives of assigned staff; provide technical support to staff as required; assist in the design and implementation of the Electric Utility’s rate structures; support the development of load forecasts for resource, rate and financial planning purposes; assist and support forecasting of long, intermediate, and short term economic and financial trends; assist in the preparation of the annual Electric Utility’s operating budget; monitor legislative and tax law changes that impact financial management of the Electric Utility; and perform other duties as assigned.

Experience Required:

Knowledge of: The management, finance, and administration of a publicly owned electric utility; outside agency regulations that apply to electric utility finance, credit and administration operations; electric utility rate philosophy and design, utility financing, and the utility regulatory process; and some knowledge of the development and application of PC-based financial models and spreadsheets.

Ability to: Effectively interact with the public, City management, supervisors and other employees; make complex calculations quickly and accurately; make accurate economic and financial forecasts; maintain effective work relations with various internal and external groups and individuals; lead by example to enhance efficiency, productivity and service to the customer; handle sensitive and confidential information appropriately; communicate effectively orally and in writing; support and cooperate with other divisions and departments in the City; work independently; and select, supervise, train, and evaluate direct staff.

Education & Experience: Any combination of training and experience that provides the required knowledge, skills and abilities is qualifying.  Typical education would include a Bachelor’s degree from an accredited college or university in Economics, Finance, Accounting, Business or related fields.  A professional certification, such as CPA, CMA or Master’s degree is desired.  Typical experience would include 5 years increasingly responsible experience developing, analyzing and presenting economic and financial data, and in municipal financing and investing, with at least two years in a supervisory capacity.

Special Requirement: Possession of a valid California driver’s license, or the ability to acquire one within 10 days of appointment.
