Position Summary

Under very minimal supervision, this position will develop and implement retail rate design & pricing, perform ongoing short term and long term system load forecasting, oversee Grant PUD’s routine cost of service analysis (COSA), and perform market research and economic analyses.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Develop and recommend rate design and pricing strategy for Grant PUD consistent with rate policy guidance provided by the Grant PUD Commission.  Understand applicable state regulatory policy and laws related to PUD rate design and pricing.  Perform load forecasting employing a variety of strategies.

Use a variety of techniques to develop short-term and long-term load forecasts by customer segment and for the overall area system load.  These forecasts may employ a variety of techniques including econometric forecasting, bottom up forecasting of residential, agricultural, commercial, and large key customers, research on growth trends of commercial and industrial customers within Grant PUD’s service territory, weather normalization analysis, and other contemporary load forecasting strategies.

Update the Cost of Service Analysis (COSA) every two to three years or during period of significant change that could impact the COSA.  This includes reviewing the data for accuracy, allocation of generation, transmission, distribution, and A&G costs between customer classes and updating inputs into the COSA model.

Prepare and present information to the executive management team and Grant PUD Commission including proposed rate pricing and design, proposed cost allocation between customer classes, cost of service updates, changes to rate schedules, and routine reporting on forecast load and resultant budget variance and future load projections.

Participate in public rate process, and work closely with individual customers and groups of customers to help educate and inform customers, and to solicit input for potential changes to rate policy and rate design.

Participate in cross functional teams and provide technical advisory experience and guidance to other departments within Grant on economic matters, research, and analysis.  Assess and communicate the impact of Grant PUD projects and policies on retail pricing and wholesale transmission pricing. Draft and/or comment on agreements related to wholesale and retail power rates, and transmission and distribution services.  Collaborate with other departments on rate and regulatory issues as required.

Demonstrate a strong and technical knowledge of potential benefits and disadvantages of various rate policies, and specific rate design and pricing strategies.  Evaluate financial impacts of retail rates and wholesale transmission pricing to ensure they are in the best interest of Grant PUD and its customers.

Monitor proposed legislation and regulatory rulemakings, evaluate potential impact on the Company and advise management.

Prepare, edit, and present documents describing the results of research, studies, and analysis; prepare recommendations and be prepared to offer alternatives; present findings to various internal teams, Executive Team, Grant PUD Commissioners, and other stakeholders.

Perform related duties as required or assigned.

Experience Required:

Minimum Job Requirements

Educational Requirements

Bachelor’s Degree in Economics, Statistics, Finance, business administration or similar field.  Master’s Degree or PhD preferred, but may be substituted with desired experience. Minimum of five years’ experience in utility rate design, pricing strategy, and cost of service analysis desirable; with a strong analytical background in economic, statistical, financial, or quantitative areas.

Knowledge and Skills

Knowledge of – concepts, principles, theories, and methods utility rate design & pricing strategies, statistical analysis standards and best practices; detailed understanding of mathematical models; project management tools and techniques; and Economic forecasting and impact. Demonstrate a high level of analytical and technical capabilities and expertise on current rate issues.

Skill in – exercising good judgement and making well informed decisions under pressure; written and oral interpersonal communication for internal and external audiences; identifying and analyzing potential problems with limited data and advising stakeholders on how to proceed; workflow and time management; creative thinking and problem solving; utilizing MS office products, custom financial and reporting software, tools, and applications.

Special Requirements

A valid Washington State driver’s license may be required.

Physical/Mental Requirements

Majority of work is performed in a standard office setting, with some field work that may require operation of a vehicle.
