Pend Oreille PUD Director of Regulatory & Governmental Affairs, General Counsel
Public Utility District No. 1 of Pend Oreille County is a publicly owned municipal corporation organized under the laws of the State of Washington. The primary purpose of the PUD is the efficient generation, transmission and distribution of electrical energy. The PUD serves the residents of Pend Oreille County and operates on revenues from the sales of its utility services.
This position serves as the PUD’s in‐house legal counsel, providing legal counsel to the District, its Board of Commissioners, and the management team, in accordance with the Rules of Professional Conduct and the Governance Policy of the District. Responsibilities include providing professional, accurate, objective and timely legal advice on local, state, and federal laws, contract issues, collective bargaining, regulations and litigation, consistent with the professional obligations of public attorneys. This position is also responsible for managing regulatory and environmental licensing and compliance with local, state, tribal and federal agencies. Responsible for the planning and implementation of the Districts domestic water systems, parks, non-operational real estate and other related projects. This position has oversight of Communications and Public contracts, to include maintaining productive communications and relationships with ratepayers, community businesses, industry organizations and governmental officials.
This position typically requires ten (10) years of experience in the practice of law. Experience in a senior level position providing legal counsel in Washington State as a supervising attorney, City Attorney, or General Counsel to a municipal corporation in Washington State is preferred. A Doctor of Jurisprudence is required and also an active membership in the Washington State Bar Association with required continuing legal education. General working knowledge of hydroelectric, generating utility and domestic water issues. General working knowledge of permitting for various construction projects, including, but not limited to, rights-of-way clearing, SEPA, etc. General working knowledge of electric utility, water operations and engineering practices. General working knowledge of the process of relicensing hydroelectric facilities under the regulations of the Federal Energy Regulatory Commission, including environmental, mitigation and recreational requirements.
