Clean Power Alliance (CPA) is a new Community Choice Aggregation/Joint Powers Authority formed to provide electricity services to retail customers in Southern California. With 31 member agencies, CPA has the potential to be the largest CCA in California, serving over three million residents and businesses through more than one million customer accounts, and with an annual energy load exceeding 15 TerraWatt Hours.
CPA is seeking an experienced and entrepreneurial professional to join our growing team as Director of Technology Integration and Data Analytics.

The Director has responsibility for a wide range of matters to drive technological innovation at CPA to help realize its vision as a forward-looking electricity provider. This includes overseeing contractors who manage CPA’s billing and data management systems. The Director will develop and deploy systems that enable greater product innovation across all customer classes, including utilizing AMI data to inform rate design and increase CPA’s participation in the energy market. Key duties include:

Data Management Strategy: create a technology roadmap across the organization for the implementation of all technology including CRM, billing, data transfer, and customer service

Billing and Data Management Implementation: select vendors for all technology needs, including developing RFPs, negotiating vendor contracts, and managing all technology related vendors, including real-time troubleshooting

Integration: ensure accurate data and efficient data flows across the organization, both upstream to wholesale market participants and downstream to customers

Data Analytics: monitor and assess large volumes of customer energy use data to help inform load forecasting and new product design and development, as well as identifying market trends

Product Design: collaborate with the Executive Director, Power Planning and Procurement and, Marketing to design DER product offerings that address customer need, including innovative rate design and load forecasting support for key C&I, municipal and public agency accounts

Procurement and Compliance Support: work with CPA’s Power Planning and Procurement Division and wholesale energy marketer to design and implement technology needed for energy procurement and CAISO/WREGIS compliance requirements

Partnerships: serve as the technical liaison of CPA to the academic and research community and collaborate with the Executive Director to seek partnerships with local, state and federal agencies, universities, businesses, other CCAs, non-profit advocates, and community development organizations to create opportunities for workforce development and new product development, and to identify and secure program funding

Stakeholder Engagement: work with local communities to understand product needs and promote energy efficiency and DER strategies

Board Relations: write effective staff reports and make clear presentations at Board and Committee meetings

Team Building and Management: help build and manage a rapidly growing team of staff, consultants, and contractors

Internal Technology: develop and support organizational technology needs

Executive Support: assist the Executive Director in developing and tracking a set of organizational performance metrics

Joint Action: collaborate with the Executive Director on CPA’s efforts to establish joint action between Community Choice Aggregators and other Public Power entities throughout California

Experience Required:

Minimum Qualifications: Candidates must have experience in a supervisory or management role in the field of billing systems for energy customers and energy data analysis. Experience working for, or contacting with, a public utility or a CCA program is desirable. Knowledge or familiarity of the following systems is required:
• Back office system architecture to manage customer data and interactions
• Utility EDI file transfer protocols
• Billing management systems
• Data security and privacy protocols
• Data queries including knowledge of SQL
• Management of AMI/Smart meter data
• Call center set up, including IVR system requirements
