Duties:

The Contract Specialist develops, negotiates and administers complex and diversified contracts.  Obtain materials, goods, and services in a cost-effective manner and in compliance with applicable laws and/or District policies.  Determine appropriate procurement methods and procedures.    Oversee formal bid development, evaluation, and awards.  Lead or assist in the resolution of contract disputes.  Oversee contract closeout.  Act an advisor to staff to resolve complex issues.  Suggest process improvements.  Provide work direction and training, as needed.

Experience Required:

Bachelor’s degree (B. S., B. A.) in Business Administration, Supply Chain Management or related field preferred from four-year college or university; or equivalent combination of education and experience. Universal Public Purchasing Certification Council (UPPCC) CPPM or CPPO certification, or Institute of Supply Management (ISM) CPM/APP certification is desired.  Typically requires five (5) years progressively responsible experience in purchasing, contract, supply chain management and/or proposal development.  Preference given to applicants with experience with the Maximo Supply Chain module.

Requires knowledge of public sector Washington State contract and procurement laws, District policies and procedures; formal bid preparation, proposal development and contract administration practices.  Requires creativity, negotiation, presentation and conflict resolution skills.  Must be persuasive and results focused.  Requires a strong customer focus, the ability to manage multiple priorities, and excellent written and verbal communication skills.  Working knowledge of desktop applications and Microsoft Office application products (Word, Excel, etc.)  Must work well independently and as part of a team.  Requires flexibility and the ability to adjust priorities to meet business goals.  Requires ability to exercise judgment, confidentiality, and diplomacy when working with all levels of District employees and the public.
