ELECTRIC UTILITY DIRECTOR

ANNUAL SALARY: $237,285 – $317,989 DOE/DOQ
The City of Roseville seeks an experienced, energetic, and highly skilled Electric Utility Director to lead Roseville Electric Utility. This City-owned utility is known for its high reliability, low rates, and excellent customer service. The selected candidate will have senior-level utility experience and possess excellent leadership, communication, and people skills. THE CITY OF ROSEVILLE’S ADMINISTRATION:
The City of Roseville has a City Council/City Manager form of government with approximately 1,260.5 positions, an annual budget of approximately $614 million, inclusive of $331 million in Enterprise funds, and a General Fund budget of $176 million. The City provides key services to the community through its 15 departments. The City of Roseville is one of California’s few full-service cities, which owns its own electric, water, wastewater, and solid waste utilities, along with providing police, fire, public works, development, and parks, recreation, and library services. THE UTILITY DEPARTMENT
Roseville Electric Utility supports City Council goals which include ensuring a safe and healthy community, fiscal soundness, a well-planned city, well-managed infrastructure, outstanding recreational activities, and transparency and accountability. With a long history of providing reliable electricity at competitive rates to residents and businesses, the Utility is an integral part of the growth of the community and consistently receives excellent ratings for customer service and high system reliability.
The Utility serves over 65,000 customers, delivers approximately 1,100-gigawatt-hours of electricity annually to customers, and maintains and operates over 850 miles of power lines and 17 substations.
The Electric Utility Director oversees the entire Department and provides complex administrative support to executive and elected leadership. The Department has 200 employees, with an approximate annual operating and capital budget of $168 million. The Utility includes three divisions: Electric Engineering & Operations, Customer & Government Relations, and Resources & Generation. Common duties for this role include leading strategic utility initiatives, overseeing legislative initiatives and regulatory compliance, coordinating interdepartmental activities, and building and maintaining external agency relationships.
The Director will deliver public presentations and acts as staff liaison to the Roseville Public Utilities Commission and participates on various external boards, commissions, and committees. This position uses a ‘people first’ mentality to demonstrate good customer service and build a positive reputation. The Department has a strong economic development focus, works closely with the City’s economic development team, and ensures reliable electric infrastructure. The Director will oversee financial planning, rate making, load forecasting, budgets, public information, energy risk management, and power management.
THE IDEAL CANDIDATE:
The City is seeking a candidate who is highly knowledgeable about industry operations, regulations, and emerging technologies and trends. The best candidate for this role is someone who manages many moving parts while mitigating risk, collaborating with others, communicating clearly and effectively, and motivating, aligning a team with the City and Department’s vision and is able to have fun while doing it all. Understanding the value of relationships is essential, as you will be responsible for serving as a professional representative for the department while building and maintaining positive working relationships with coworkers, other employees, elected officials, industry partners, developers, and the public. Ideal candidates will be strategic thinkers with a solutions mindset and anticipate future needs and goals of the City.
EMPLOYMENT STANDARDS – Background and Education:
• Seven years of increasingly responsible electrical utility experience; including three years of administrative and management responsibility
• Equivalent to a bachelor’s degree from an accredited college or university with major course work in electrical engineering, business administration, public administration, or a related field
• Possession of, or ability to obtain, a valid California driver’s license
SALARY AND BENEFITS:
The annual salary range is $237,285 – $317,989 DOE/DOQ. The City also offers a comprehensive benefits package.
